Job Summary/Objective: The Systems and Infrastructure Division Chief, reporting to the Assistant Director of Systems and Security, leads the IT division responsible for the County’s servers, infrastructure, and major systems, including the Azure cloud environment and enterprise software like Exchange and Active Directory. This role oversees all networking and database services, providing leadership to the engineering team and ensuring the design, installation, and configuration of hardware, software, and cloud solutions support the County’s initiatives. With a blend of managerial and hands-on expertise, the Division Chief ensures robust IT architecture, security procedures, and system maintenance schedules. Additionally, this role evaluates, designs, develops, and maintains reports and documentation, while producing comprehensive reports for the Assistant Director and coordinating with other County departments.
Supervisory Responsibilities: The Systems and Infrastructure Division Chief oversees the Engineering team, which consists of three systems engineers.
Essential Functions: - Leadership and Management: Provide strong leadership to the engineering team, ensuring that the requirements of projects and contracts are met. Oversee training, development, tasking, and project management for staff, fostering a culture of excellence and continuous improvement. Performs leadership work with broad area of responsibility, high level technical expertise and strategic focus.
- Infrastructure Oversight: Manage and oversee the design, installation, and configuration of hardware, software, and cloud solutions, including Exchange and Active Directory, to support the County’s initiatives. Ensure all networking and database services are optimized for performance and reliability.
- Vendor Management: Conduct vendor meetings and ensure that vendors meet their Service Level Agreements (SLAs), maintaining strong relationships and holding vendors accountable for performance.
- Cloud and Enterprise Software Management: Oversees staff responsible for the County's Azure cloud environment and enterprise software, ensuring all systems are secure, efficient, and aligned with organizational goals.
- IT Architecture: Oversee the delivery of IT architecture through the management of products, services, vendors, and both in-house and outsourced staff. Ensure robust security procedures and system maintenance schedules are in place to protect the County’s IT infrastructure.
- Reporting and Documentation: Evaluate, design, develop, and maintain existing reports and documentation. Produce comprehensive reports and summary data for the Assistant Director of Systems and Security, providing insights into the division's performance and areas for improvement.
- Collaboration and Coordination: Coordinate with other groups within Albemarle County Information Technology and the County at large, ensuring seamless integration and cooperation across departments.
- Hands-on Expertise: Provide hands-on technical assistance as needed, ensuring the engineering team can rely on your expertise in critical situations.

- Telecommunications Expertise: In-depth knowledge of LAN/WAN, WiFi, Dedicated Internet Access, Virtual Private Networking, and advanced data and network security protocols.
- Best Practices Application: Skilled in applying best practices in design, analysis, integration, and testing, including design controls, product lifecycle management, configuration management, and phase reviews.
- Procedural Establishment: Capable of establishing procedures to meet organizational requirements.
- Problem-Solving: Ability to direct teams in devising applications of engineering technology to solve problems.
- Product Integration: Competence in engineering and architecting the integration of security products with other information systems.
- Design Evaluation: Ability to evaluate and select optimum design alternatives.
- Strategic Consulting: Serving as a consultant to top management in establishing long-range goals and preparing new business proposals.
- Performance Review: Experience in reviewing job performance of subordinates, ensuring assignments align with individual capabilities, and making decisions on promotions, transfers, terminations, and compensation changes as warranted.
Required Education and Experience: Five or more years combined experience as an Information Technology manager. Demonstrated supervisory experience in an enterprise technology environment.
Preferably one of the following:
- Baccalaureate degree from an accredited four-year college/university in computer science, information systems management, business management, or a related field.
- Community college degree in Computer Science or Business.
- Additional experience may be substituted for education.
Preferred Qualifications/Certifications: - 10+ years of related experience.
- Relevant certifications such as HDI, A+, Network+, MCP, MCSA, MCSE, ITIL, PMP, PBA, ECBA, CCBA, CBAP, CISSP, CSEP, CCNP, CISSP-A.
Physical and Mental Requirements: - Work is typically performed in an office, data center or conference rooms.
- Communicate in in-person and virtual meetings.
- Regular use of telephone and chat software.
- Regular use of computers.
- Regular handling of small computer components.
- Lifting up to 100 pounds.
- Occasional need to perform urgent tasks to meet organizational deadlines.
- Occasional work after normal business hours.
- Occasional weekend duties.
- Occasional operation of County vehicles to travel to locations throughout the County is required.
- Regular contact with other county employees and senior leadership at all levels of County government.
- Employees in this position may be considered essential personnel and fall under Albemarle County AP4 and in addition, be subject to working overtime, being held over, or called back for disasters, local emergencies, or special events.
Remote Work: This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.
Salary Range: The hiring range for this position is $96,162 - $106,284 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
