Position Description

The City of Tacoma's Solid Waste Management Division is seeking a full-time Business Services Analyst. This role involves advanced analysis and research for Solid Waste Management’s operations and supports all the sections within the Division, including the Collection Operations team, which provide curbside collection of garbage, recycling, and food/yard waste to City of Tacoma residents and businesses, Onsite Operations, which manages a public transfer station, recycling center, and household hazardous waste facility operating seven days a week, and the Tidy-Up Tacoma program, which provides city-wide litter and debris cleanup, and other services that contribute to City’s cleanliness and visual appeal.

This Business Services Analyst position is responsible for designing and executing intricate, cross-disciplinary studies across different levels of our organization, encompassing diverse aspects of solid waste collections, onsite operations, Tidy-up Tacoma, and other department functions. This role significantly contributes to decision-making by providing analytical, planning, and administrative insights to Solid Waste Management leadership. This position will also play a lead role in conducting environmental and operational audits, implementing process improvements, as well as updating the municipal code to ensure sustainable fee structures that support utility programs.

Essential Duties:

This role requires proficiency in project and data management, recognizing the significance of data in decision making. It involves formulating strategic approaches for leadership review, adhering to City policies and procedures, Tacoma Municipal Code, and effectively collaborating with various social, cultural, and/or economic groups, in support of the diverse community we serve.

Applicants must demonstrate an understanding of cultural responsiveness, change management, government systems, data analysis, program development, research, best practices, and facilitation.

Qualifications

MINIMUM EDUCATION*
Bachelor's degree public or business administration or directly related field

MINIMUM EXPERIENCE*
2 years of analytical and/or program coordination/management work in area related to assignment

*Equivalency: 1 year of experience = 1 year of education

LICENSING, CERTIFICATIONS AND OTHER REQUIREMENTS:

DESIRED QUALIFICATIONS

Knowledge and skills in data software, including SAP, Excel, FME , Smartsheet, Tableau, and SQL. Knowledge of effective performance measurement and management strategies and tools. Experience managing complex databases.
