The City of Palo Alto Administrative Services Department (ASD) provides proactive financial and analytical support to City departments and decision-makers to safe-guard and facilitate the optimal use City resources. ASD provides excellent customer service to decision-makers, the public, employees, and City departments; provides analytical, organizational, and administrative support for a wide variety of projects; records, monitors, and protects City assets in a responsible manner; provides essential financial management and forecasting reports; and prepares and presents financial report to various committees and City Council. The Position The Treasury Analyst will be responsible for performing professional level work and works in close collaboration with City departments and the City’s tax and fee consultants to understand the City’s cash and tax revenue needs to effectively manage the City’s cash solvency and track, forecast, and administer the City’s tax revenues. This position ensures the accurate accounting, ongoing monitoring and reporting, and management of the City’s tax revenues. The Treasury Analyst is responsible for managing the City’s tax and fee consultant contracts, who primarily assists with forecasting sales tax and property tax revenue, administering the business tax on behalf of the City, and tax audits. This position centrally coordinates the City’s cash solvency through tracking; planning and forecasting cash needs over the short term and long-term.
Successful candidates will possess the ability to manage and administer a broad range of assignments simultaneously that include maintaining and enhancing the City’s cash flow tracking and modeling, direct the City’s tax and fees consultants to accurately report tax revenue trends and administer the business tax, transient occupancy tax, and utility users tax, and manage periodic audits of major tax revenues. This position will also work directly with taxpayers and the City’s consultants on highly complex business tax filings.

- A bility to prioritize and coordinate work to ensure that deadlines are met .
- While analytical, the successful candidate will also be an excellent communicator both written and verbal; craft concise and comprehensive written reports as well as interact successfully with department staff, department directors, the City Manager, and City Council including presentations to staff, public, and/or elected officials.
- Strong team player with a positive attitude, strong work ethic, and a focus on organizational impact and enthusiasm to learn and take on new tasks.

Schedule: Enjoy a hybrid 9/80 work schedule (with every other Friday off) and up to 2 remote days per week.
Essential Duties: Essential and other important responsibilities and duties may include but are not limited to following, depending on assigned operations and functional areas: - Provide centralized administration and coordination of cash activities throughout the City, including accurate accounting, maintaining cash flow tracking and modeling, and timely reporting; assist with the development and maintenance of treasury systems.
- Manage tax and fee consultants to ensure accurate and timely reporting and taxpayer compliance with tax regulations other related requirements.
- Interface with ASD Leadership report on treasury items, such as the City’s overall cash position and forecast; tax management items, such as analysis and reporting, tax compliance, audit results, and tax penalties.
- Analyze tax revenue data; work closely with Accounting and Office of Management and Budget to ensure proper accounting with generally accepted accounting principles (GAAP) and generally accepted auditing standards (GAAS) and reporting in the City’s Budget.

Minimum Qualifications:Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities which would typically be acquired through: - Bachelor's Degree in a related field and five years of professional experience in public or business administration, public affairs, or a related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Postgraduate coursework or a Master's Degree is preferred.
