The PositionBargaining Unit: Local 21 - Supervisory Management The Contra Costa County Public Works Department - Design/Construction Division is offering an excellent employment opportunity to fill one (1) vacant Engineering Technician Supervisor - Construction position, located in Martinez, CA. Under general supervision, the Engineering Technician Supervisor will lead, plan, direct, perform and supervise overall inspection activities to ensure that public and private improvements are constructed in conformance with plans, specifications, permits, safety regulations and applicable standards, laws codes and practices. Supervision is provided to Engineering Technicians in the Design & Construction Division. Direction is normally received from a Senior Civil Engineer.
The Contra County Public Works Department (CCCPWD) is responsible for the maintenance and operation of over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. CCCPWD services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, and storm water management. CCCPWD operates two airports, Buchanan Field Airport in Concord, and Byron Airport in Byron. CCCPWD strives for continuous improvement to deliver cost effective, safe reliable and sustainable projects, programs, and quality services.
Typical TasksWe are looking for someone who:• Has experience providing lead direction to staff and contractors
• Possesses excellent verbal and written communication skills
• Has knowledge of safety practices associated with construction, renovation and repair of improvements within the public right of way and private site developments

• Proficient at interpreting construction plans, drawings and specifications.

What you will typically be responsible for:• Coordinate, perform and document inspections for work ranging from routine to highly complex for new construction and encroachment permit work
• Assist in formulating and writing division policies and in setting work standards
• Maintaining accurate and complete reports for assigned job activities
• Respond to technical and routine inquiries from the general public, elected officials and other Department work groups regarding inspection and construction activities
• Reviews group workloads and redistribute assigned work within workgroup as necessary
• Support and motivate staff and identify performance capabilities and potential
• Evaluate construction and/or safety issues and recommend solutions to maintain highest level of public safety
• Leading investigations of encroachments, including improper use or storage of materials on Public Right of Way

Desirable Qualifications:• Knowledge of approved procedures, techniques, equipment, tools, materials, and safety practices associated with the construction, renovation, and repair of public works facilities and infrastructure
• Considerable knowledge of the laws, ordinances, codes, administrative rules and guidelines, and regulations related to public works construction, renovation, and repair work
• Thorough working knowledge of related construction practices and related mathematics
• Ability to effectively lead and coordinate staff in the inspections of Public Works infrastructure
• Ability to keep accurate records and prepare reports; and to establish and maintain cooperative and effective relationships in the course of work
• Learn, direct and train staff in the use of software and hardware effectively in the course of daily activities

The eligible list established from this recruitment may remain in effect for six months.
Minimum QualificationsLicense Required: Possession of a valid California Motor Vehicle Operator’s License. Out of state valid motor vehicle operator’s license will be accepted during the application process.
Education: Completion of 60 semester units from an accredited college or university with at least 15 units in engineering and/or advanced mathematics courses, plus completion of courses in algebra, geometry and trigonometry taken in high school or college.
Experience: Five (5) years of full-time (or the equivalent of full-time) experience inspecting and/or managing the construction of roads, drainage systems, and appurtenant structures.
Substitution for Education: Work experience in drafting or other engineering related technical areas may be substituted for the required college units on a year-for-year basis up to a maximum of 2 years.
