The City of Fort Worth Water Utility is seeking to fill the position of Water Regulatory Analyst (Management Analyst I) to perform work to ensure continuous compliance of regulatory activities; exceptional organizational and planning skills; and to provide administrative support to management.
Minimum Qualifications: - Bachelor's degree from an accredited college or university with major course work in public administration, finance, business administration, or related field.
- No previous experience required.
Preferred Qualifications: - Educational background in science related field (i.e. chemistry, microbiology, environmental science, or related field).
- Experience evaluating Federal and State regulations for drinking water and wastewater systems.
- Analytical skills to support project and document management, procurement detail, and technical competency relating to permit review and compliance reporting.
- Experience with standard water and wastewater lab practices; field and treatment processes; and terminology.
- Experience establishing and maintaining effective working relationships with those contacted in the course of work including regulators, colleagues and stakeholders.
The Water Regulatory Analyst job responsibilities include: - Provides a variety of analytical and research support in assigned department or division; analyzes and makes recommendations for the solution of operational concerns and issues.
- Provides assistance in resolving operational and administrative problems; identifies problem area; conducts research to find alternative solutions; prepares reports to present and interpret data; makes recommendations; and completes forms, paperwork or other administrative procedures to assist in implementation of programs.
- Participates in special projects including research of new programs and services industry benchmarking, and feasibility analyses.
- Receives and responds to questions; reviews problems and recommends corrective actions; prepares summary reports as required.
- Assists with the performance of process studies for assigned department or division; conducts interviews with personnel to identify functional areas; collects historical data to plot trends; prepares profile of area being studied; maps process and work flows; and identifies problem/opportunity areas.
- Develops, monitors, and analyzes division budget; documents budget expenditures and variances; communicates budget and funding issues or requests; reviews budget for increases outside the scope of current fiscal year budget; creates and submits general ledger requests for monthly adjustments; creates analytical reports for monthly re-estimates; reviews contracts and grants; and inputs data.
- Generates reports assigned to division; maintaining database or records; and developing standard operating procedures.
- Performs other related duties as required.
