Description

Under general direction, to perform investigations and enforce State and county land use, zoning, subdivision, vehicle abatement laws and regulations; to coordinate and oversee Vehicle Abatement Program; and to do related work as required.

DISTINGUISHING CHARACTERISTICS
Code Enforcement Officer I:
This is the entry and first working level class of the Code Enforcement Officer series. Incumbents perform the more routine investigations and enforcement work, under the supervision of higher levels within the series, while acquiring the training and skills to perform the full range of code enforcement activities.

Code Enforcement Officer II: This is the journey level class in the Code Enforcement Officer series. Incumbents perform a wide variety of responsible and difficult code enforcement work, with a minimum of supervision. It is distinguished from the next higher level of Code Enforcement Officer III in that the latter performs the more complex code enforcement work.

Code Enforcement Officer III: This is the advanced working level of the Code Enforcement Officer series. Incumbents in this class perform the most difficult and complex code enforcement work. It is distinguished from the next lower level of Code Enforcement Officer II, which is the journey level class in the series.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; ability to walk in uneven and slippery terrain; normal manual dexterity and eye-hand coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computers, telephones, calculators, copiers, FAX, and CLETS.

TYPICAL WORKING CONDITIONS
Work is performed in an office, courtroom, and outdoor environments; some exposure to changes in temperature and weather; some exposure to grease, oils, and unusual noise; continuous contact with staff and the public.

Example of Duties

Plans, organizes, and carries out investigations for the enforcement of Land Use, Zoning, Subdivision, and Vehicle Abatement codes, laws, and regulations;
Receives public complaints, completes code violation report forms and takes appropriate follow-up action;
Determines the nature and extent of code violations and works with property owners to resolve problems and obtain compliance;
Conducts investigations to confirm or deny violations
Makes field investigations to ensure compliance with land use and conditional permits
Assists the Director of Building and Planning with the conduct of hearings
Develops and maintains database records regarding Code violations
Oversees and operates the County Abandoned Vehicle Abatement Program
Receives requests for abandoned or inoperable vehicle actions from other public jurisdictions in the County
Makes investigations of abandoned and/or inoperable vehicles
Analyzes information and takes appropriate action to resolve problems
Verifies vehicle ownership, making proper notifications and arranging for towing and removal of vehicles
Prepares correspondence related to investigations and compliance
Performs follow-up inspections to ensure that compliance has been achieved
Prepares written reports to be reviewed by appropriate County legal staff for civil or criminal charges
Issues citations to violators
Prepares affidavit and inspection warrants
Performs title searches on property
Provides support for legal staff during formal procedures
May testify in Court
Prepares a variety of reports and records
Operates office equipment and computers
Coordinates investigations with other County departments.

Minimum Qualifications

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Code Enforcement Officer I:
Two years of experience in investigations and code enforcement work.

Code Enforcement Officer II: One year of experience comparable to a Code Enforcement Officer I with the County of San Benito or its equivalent elsewhere.

Code Enforcement Officer III: One year of experience comparable to a Code Enforcement Officer II with the County of San Benito or its equivalent elsewhere.

Special requirements:
Possession of, or ability to obtain, an appropriate valid California Driver's License.

Knowledge Of/Ability To

Knowledge of:
Land use and vehicle abatement laws, rules, and regulations.
Legal terminology, forms, and procedures.
Investigation techniques and procedures.
Account and fiscal record keeping methods and procedures.
Principles of identification, preservation, and presentation of evidence.

Ability to:
Plan and conduct investigations and enforcement actions for Land Use and Vehicle Abatement laws, codes, ordinances, and regulations.
Conduct a wide scope of investigations related to assigned areas of responsibility.
Analyze a variety of information and determine appropriate resolutions to problems and/or enforcement actions.
Analyze and interpret laws and regulations related to Land Use and Vehicle Abatement.
Gather, organize, analyze, and present a variety of data and information.
Prepare and present evidence in court.
Prepare, clear, concise and accurate records and reports.
Effectively represent County Land Use and Vehicle Abatement investigation and enforcement functions with the courts, the public, and other government agencies.
Establish and maintain cooperative working relationships.

Selection Process:
All completed applications and supplemental questionnaires will be reviewed. Depending upon the number of applicants who meet the minimum qualifications, the examination process may include a screening committee (pass/fail) and/or an oral examination (100%) which may include a written practical component to determine placement on the eligible list.

In accordance with California Government Code section 3100, et., seq., all County of San Benito employees are considered disaster service workers who may be required to report for duty, or remain on duty to address disaster service activities in the event of an emergency or disaster and are required to undertake an applicable loyalty oath.

SAN BENITO COUNTY BENEFITS

Employees in regular, full-time positions will be eligible to participate in the following employee benefits:

Pay Day: Employees are paid bi-weekly.
Insurance Deductions: The insurance and benefits deductions will take place bi-monthly, normally the first two pay periods of the month. Bank/Credit union and 457 Retirement Deferrals deductions will take place bi-weekly.

Vacation: Based on continued years of service. Maximum accruals may apply depending on the bargaining unit.
Holidays: 13.5 holidays (including 3 floating) for most employees.

Sick Leave: 15 days per year. Maximum accruals apply.

Health Plan: Comprehensive medical and dental plans available for full-time employees. Employees appointed to a regular position at a time base of 50% or higher are also eligible to participate.

Vision Plan: MES Vision Plan offered which offers exams, frames and lenses on a 12-24-24 basis. The County pays for employee coverage and the employee can pay for dependent coverage. This benefit is available to FULL-TIME employees only.

Employee Assistance Program: The County provides confidential short-term counseling services to employees and dependents. Any regular employee is eligible for up to a total of three (3) hours of counseling sessions within any six (6) month period per County employee. Up to a maximum of six (6) sessions per calendar year are allowed per family

Life Insurance/AD&D: County pays for a $20,000 BASIC life insurance policy for each employee. Two other VOLUNTARY life insurance plans available, including AD&D.

Disability Insurance: General, Confidential and Management groups participate in the State Disability Insurance.

Credit Union: Membership to the Santa Clara Federal Credit Union is available to San Benito County employees.

Deferred Compensation: Employees may participate in tax-deferred retirement savings. Three 457 plans are available. Employees may rollover funds from prior 401k or 457 accounts. IRS limits apply.

Retirement: Regular employees will be enrolled into the CalPERS retirement system in accordance with the Public Employees' Retirement Law. Employee contributions vary according to bargaining unit.

All New Miscellaneous (non-Safety) employees enrolled into the CalPERS retirement system participate in the full formula of 2% at 62. Miscellaneous employees participate in Social Security in addition to CalPERS.

New Safety employees are covered by the safety full formula 2.7% at 57. Safety employees contribute 9% of the employee contribution. Safety employees do not participate in Social Security.

Supplemental Insurance: Employees may participate in various AFLAC plans such as accident, disability, and cancer insurances.

Additionaly, employees can enroll into a pre-tax cafeteria plan and flexible spending accounts including Unreimbursed Medical ($2500) and Dependent Care ($5000).
