DED’s Federal Initiatives Division will administer and provide oversight for the Digital Equity Act (DEA) grants in support of our mission. You will help to ensure that all communities across the state have access to the digital literacy training, skills and technology needed to be fully engaged within the digital economy. You will work closely with Missouri communities and nonprofits to better understand needs and pain points to inform new program development and implementation.

This is a temporary, full-time, benefit-eligible position based upon federal ARPA and Digital Equity Act funding.Position funding will end no later than December 2028, with an extension possible based upon additional funding availability. - Collaborate with internal and external stakeholders to provide programming across the state, specifically public libraries and universities
- Work with the Senior Digital & Economic Opportunity Specialist to create programming rooted in equity to ensure all communities have proper access to digital literacy services and broadband access
- Track and manage implementation of new programs and ensure efficacy
- Work with our grant recipients to help ensure they are successful
- Provide technical support to grant recipients, including interpretation, explanation, and application of state and federal statutes, rules, and guidelines
- Review financial records and reimbursement requests
- Review project performance reports and review, analyze, and assist with performance measurement data to ensure effective program operations
- Maintain knowledge of state and federal requirements to provide internal compliance and policy support to teammates
- Support internal monitoring of grant programs and functions, and prepare detailed reports as requested
- Provide additional support, as necessary, to Office of Broadband Development staff working on ARPA (American Rescue Plan Act), BEAD (Broadband Equity Access and Deployment), and other state or federally funded broadband programs
- COMPETENCIES:
- Experience with state and/or federal program administration and compliance highly preferred
- Very organized
- Strong inter-personal communicator
- Strong writing abilities, including the preparation of complete and concise reports
- Strong computer software skills including MS products like Excel, Word, & Outlook, project management software, and online grant management tools
- Ability to travel in support of projects, trainings for external audiences, and project monitoring
MINIMUM QUALIFICATIONS:
- Bachelor's degree from an accredited college or university with specialization in accounting; economics; business, nonprofit, or public administration; or a closely related area.
(Professional experience in these areas may substitute for education on a year for year basis.)
