About The Role
King County Wastewater Treatment Division’s (WTD) Conveyance Inspection Unit has an exciting opportunity for a Wastewater Construction Manager II (WCM II) to be part of the team that inspects, tests, monitors, and maintains conveyance facilities including over 400 miles of pipelines and provides essential asset data and technical support to King County’s wastewater programs.

Job Duties
What You Will Be Doing:
- Support Sewer System Inspection, Cleaning and Repair Program: perform general sewer inspections and diagnoses for pipelines, tunnels and siphons; perform sewer cleaning and repair activities as necessary, based on inspections and on-call situations; assess rock box conditions; oversee cleaning and repair projects with contractors, assess and repair maintenance hole frame and covers; track and report daily site visits, condition assessments and cleaning activities including debris removal; respond to emergencies with other staff to assess conditions and report out, repair and replace CP stations. Support use of the sonar equipment and CCTV inspections. During emergencies, assist in conducting inspections to determine the extent of damage to King County owned facilities, equipment, and assets and prepare reports with repair and/or replacement recommendations.
- Maintenance Hole Inspection and Repair: Locate Maintenance Holes (MH) and other related assets for inspection and testing using maps, engineering and other drawing reviews, and GIS and other mapping applications. Assess and repair MHs and operate construction equipment. Track and document daily site visits and organize H2S, CP, and Hazmat inspection program folders as well as spreadsheets for easy access and use.
- H 2 S Inspection, Testing and Monitoring Program: perform H 2 S corrosion inspections and collect grab samples for H 2 S, dissolved Sulfite, dissolved Oxygen, Nitrate/Nitrite, and PH level and temperature measurements and analysis throughout the WTD conveyance system. Review and perform trend QA/QC and analysis of data. Assist in updating SOPs and maintain and calibrate field monitoring and testing equipment per recommended schedule or as needed. Assist in maintaining existing and/or new data management system(s) to better manage, understand, and trend existing and future H2S sampling data.
- Support the External Corrosion (Cathodic Protection) Program: perform map and engineering drawing reviews, and field locating, visual inspections and testing of CP systems; Update location pictures and related information, and coordinate with GIS and Asset Management groups to document identified CP assets in databases; assist with updating Specifications and Program Standard Operating Procedures (SOPs); assist with in-house repair of failed CP systems; Perform QA/QC of data and maintain and calibrate field monitoring and testing equipment per recommended schedule or as needed.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- Knowledge of HS2 inspections and monitoring.
- Demonstrated experience in using spreadsheets for tracking and planning purposes.
- Ability to read, understand and interpret a variety of schedules, drawings, specifications, and data reports; Skill in reviewing and compiling data, developing reports.
- Ability to perform work accurately and thoroughly, with strong skills in safety and quality awareness.
- Knowledge of Cathodic Protection systems.
- Demonstrated ability to effectively problem solve, be flexible under shifting priorities and tight timelines, and apply good judgment and initiative.
- Excellent organizational skills and attention to detail; ability to work on several projects/tasks simultaneously and complete projects/tasks within specified deadlines.
- Excellent oral and written communication skills.
- Demonstrated ability to work as part of a team as well as independently.
- Proficiency using computers and applications.
- Ability to adhere to and assist in developing standard Operating procedures (SOPs).

It Would Be Great if You Also Bring:
- Knowledge of King County Wastewater Treatment Division Conveyance system.
- Past experience operating a sewer cleaning truck.
- Knowledge of CCTV sewer inspection.
Supplemental Information
Work Location: The unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the South Treatment Plant at 1200 Monster Rd SW, Renton, WA 98057, USA. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Work Schedule : This full-time position works a 40-hour work week. This position is non-exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is overtime eligible.
Working Conditions: Work is performed mainly in the field at wastewater treatment facilities of various types throughout King County. These sites may not be served by public transit. There will be frequent entry into hazardous confined spaces to perform work that may require the individual to work bent over while walking through small pipelines or other confined spaces. Inspection work requires entry into live sewer pipelines and structures. Live sewer pipelines and structures contain domestic, commercial, and industrial waste including medical waste and a variety of industrial solvents. Exposure to raw sewage, blood borne pathogens, potentially hazardous chemicals, street traffic and electrical installations is part of the normal working condition. Unusual hazards, including explosive gases, toxic gases, and infectious, disease-producing micro-organisms may be present. Extensive driving is also required, and a vehicle is assigned to the position. Work pressure, disturbances of workflow and/or irregularities in work schedule is expected to occur.

Physical Requirements:
- The position requires lifting and carrying material and equipment, and occasional lifting of items weighing up to 100 lbs.
- Working in confined spaces and live sewer pipelines may require walking in a bent over position for long distances.
- Capable and willing to use personal safety equipment such as respirators and self-contained breathing apparatus (SCBA), if required
