We are actively seeking a Contract Specialist to support a Federal Government client. The Contract Specialist will provide cradle-to-grave acquisition and administrative support for educational service contracts, including reviewing requirements packages, preparing purchase requests and task orders, processing modifications and invoices, maintaining procurement records, tracking milestones, and supporting contract closeout.

Work Description:
In support of a Federal Government client, the Contract Specialist will assist the Government Ordering Officer by processing educational service contracts from initial requirements through closeout, up to Government review, approval, and award. The role supports tuition ordering, reimbursements, purchase requests, task orders, modifications, invoice processing, contract reporting, records maintenance, audits, training, and related federal procurement functions. The Contract Specialist will coordinate with NROTC units, educational institutions, Government contracting personnel, budget and accounting offices, and other stakeholders to ensure packages are complete, accurate, timely, and audit-ready.
Responsibilities:
- Review incoming educational service contract requirements packages for accuracy, completeness, and use of the appropriate fiscal-year funding; coordinate correction of minor errors and refer unresolved or significant discrepancies to the Government Contract Supervisor.
- Conduct required System for Award Management checks, retain supporting documentation in the contract file, and promptly report expiring or inactive registrations.
- Verify Educational Service Agreements in Electronic Document Access before processing orders and notify the Government Ordering Officer of relevant modifications.
- Draft, upload supporting documentation for, and submit purchase requests in Navy Enterprise Resource Planning; amend requests when funding requirements change and report inadequate funding.
- Draft and submit task orders and modifications in the Core Contracting Module–electronic Procurement System for Government review and award, and complete associated contract action reporting.
- Distribute awarded task orders and modifications to educational institutions, obtain required signatures, and upload or record final documentation in the appropriate systems.
- Perform initial reviews of Wide Area Workflow invoices and student cost documentation, coordinate corrections, conduct preliminary audits, submit complete packages for Government acceptance, and track payments through liquidation.
- Identify task orders requiring Contract Performance Assessment Reporting System action and submit supporting information to the Government Ordering Officer.
- Initiate and complete administrative, electronic, and financial contract closeout actions, ensuring files are reconciled, complete, and audit-ready.
- Process non-ESA tuition purchases and Midshipmen reimbursement packages, including package review, funding documentation, payment-voucher preparation, issue resolution, payment tracking, and closeout.
- Maintain online milestone trackers and complete procurement, reimbursement, and purchase records that document the full history of each transaction.
- Support monthly file reviews, audits, inspections, fiscal-year closeout activities, record-retention requirements, training development and delivery, and Educational Service Agreement reissuance activities.
- Draft memoranda for the record and other supporting documentation needed to explain acquisition actions, exceptions, meetings, communications, outages, or processing delays.
- Safeguard Controlled Unclassified Information and privacy-sensitive information in accordance with applicable Navy and Department of Defense requirements.
Requirements:
- U.S. Citizen
- Minimum of a high school diploma from an accredited educational institution
- Minimum of one year of experience working in Business and Management, Finance, Accounting, Law, Logistics, or a similar work environment
- Proficient computer skills, including Microsoft Word, PowerPoint, Excel, Teams, Adobe Acrobat, SharePoint, and online data systems
- Ability to use standard office equipment and perform electronic recordkeeping, file maintenance, and data entry
- Strong working knowledge of safeguarding sensitive, non-classified information, including Controlled Unclassified Information and privacy-sensitive information
- Ability to communicate effectively, orally and in writing, with individuals from varied backgrounds and organizational levels; fluent in written and spoken English
- Strong organizational skills, attention to detail, quality-control ability, and capacity to systematically track tasks and meet strict deadlines in a high-tempo environment
- Ability to gain proficiency in Educational Service Agreement business rules, NSTC instructions, tuition-ordering policies, military terminology, and applicable Navy rules and regulations
- Must possess or be eligible to obtain and maintain Secret eligibility based on a favorably adjudicated T3 or T3R investigation, including interim eligibility, prior to performing services
