Summary
The California Department of Industrial Relations (DIR), Division of Workers’ Compensation (DWC), is seeking an experienced executive leader to serve as the Chief of Claims Management. This position provides executive leadership and strategic oversight of statewide workers’ compensation trust fund, claims, audit, and enforcement programs.
Job Description
The Chief of Claims Management provides executive leadership and strategic oversight of the Subsequent Injuries Benefits Trust Fund (SIBTF), Uninsured Employers Benefits Trust Fund (UEBTF), Return-to-Work Supplement Program (RTWSP), and the Audit & Enforcement Unit.
The position is responsible for ensuring statutory compliance and fiscal solvency; authorizing high-value claim settlements and fund disbursements; directing legislative and regulatory modernization efforts; representing the Division of Workers’ Compensation before state agencies and stakeholders; and serving as the final escalation point for the most complex claims and audit matters.
Public speaking, attendance at conferences, and travel are required. The position requires a minimum of four days per week in the office and travel throughout California.
Job Requirements
Applicants must demonstrate the ability to perform high-level administrative and policy-influencing functions effectively, including knowledge of California State Government, public administration, organizational and program management, policy formulation and development, and personnel management.
Candidates must possess the ability to plan, organize, and direct multidisciplinary professional and administrative staff; analyze complex administrative and policy issues; integrate diverse program activities; advise executive leadership; develop cooperative relationships with government representatives, stakeholders, and the public; and recommend effective courses of action.
The ideal candidate will have 5–10 years of workers’ compensation claims adjusting experience, including experience with SIBTF, UEBTF, RTWSP, or similar special fund claims, along with at least 3–5 years of supervisory or management experience leading multidisciplinary teams of managers and analysts. Strong knowledge of the California Labor Code, EAMS/ICM case management systems, fiscal and audit oversight, and experience advising executive leadership on complex legal, legislative, and fiscal matters are highly desirable.
