The County Executive's Office is seeking qualified candidates for the position of County Facilities Security Manager.

The County Facilities Security Manager is responsible for supervising and coordinating security operations across five County buildings at County Center and at other County facilities. This role includes managing security agreements, collaborating with law enforcement agencies such as the Sheriff's Office concerning the Hall of Justice and County Center campus security, and overseeing security infrastructure including surveillance camera systems. The County Facilities Security Manager ensures compliance with security policies that are consistent with industry best practices and maintains safe environments within all assigned facilities.

This position carries full supervisory authority over security staff and vendors, manages security contracts and budgets, engages in strategic security planning and policy development, and collaborates extensively with law enforcement agencies. The role requires advanced knowledge of security strategies, law enforcement coordination, management principles, and contract administration to ensure secure, compliant, and efficient facility operations across the County.

This classification is distinct from law enforcement roles in that it is a civilian management position without peace officer status. The Building Security Manager serves to provide leadership and administrative oversight ensuring effective security management within the County's public buildings and facilities.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Manage security agreements and contracts for multiple County buildings.
• Collaborate with the Sheriff's Office and other law enforcement agencies regarding the security of the Hall of Justice and other facilities.
• Oversee installation, operation, and maintenance of surveillance camera systems and other security technologies at County Center and additional facilities.
• Test and conduct security assessments to identify vulnerabilities and recommend improvements.
• Manage relationships with third-party security vendors and ensure compliance with security requirements.
• Develop, schedule, and conduct safety and security training programs for County personnel, including active shooter response training.
• Respond to security incidents and coordinate appropriate follow-up actions.
• Supervise and evaluate security staff assigned to County facilities.
• Prepare and maintain reports related to security operations, incidents, and compliance.
• Participate in long-range planning for facility security enhancements and technology upgrades.
• Coordinate emergency preparedness and response activities in collaboration with internal departments and external agencies.
• Perform related duties as assigned.

This is a limited-term position: Limited-term positions are full-time, fully benefited, temporary positions. This current position is funded for up to two years, depending on the department's needs. Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

The salary range for this position is "as is" and non-negotiable.

Qualifications

Experience and Education:

Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to qualify is:

• Three to five years of extensive security management experience, including significant supervisory responsibilities and contract administration.

Professional certifications such as Certified Protection Professional (CPP) or Physical Security Professional (PSP) from ASIS International are desirable.

Knowledge of:

• Principles and practices of managing security operations for public buildings.
• Security measures and protocols related to protection of personnel, property, and visitors.
• Methods and procedures used in criminal and incident investigations.
• Contract administration and vendor management in the context of security services.
• Laws, regulations, and industry standards applicable to building security and safety.
• Active shooter response planning and emergency preparedness procedures.
• Security technology systems including surveillance camera operations and maintenance.
• Public administration principles, including supervision, training, and budgeting.
• Effective communication techniques for diverse audiences.
• Criminal Justice, Public Administration, Business, or a closely related field.

Skill/Ability to:

• Manage and coordinate multi-facility security programs effectively.
• Collaborate and liaise with law enforcement and other agencies.
• Plan and deliver security training and awareness sessions.
• Analyze security risks and develop appropriate mitigation strategies.
• Lead, supervise, and develop security personnel and vendors.
• Evaluate security incidents and recommend preventative measures.
• Communicate clearly and professionally both orally and in writing with diverse stakeholders.
• Implement and monitor compliance with security policies and contractual agreements.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a brief writing exercise given immediately prior to the interview.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
