Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. The expected salary for the position is approximately at the midpoint of the listed salary range.

This recruitment will establish an open eligible list that will be used to fill current and future Business Services Manager, Seniorpositions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

TREASURER-TAX COLLECTOR
The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, and investment of public funds. Our vision is to implement best business practices which maximize value, minimize costs, and provide timely, accurate and courteous services to our internal and external customers. To accomplish our mission and vision, we strive to invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $17.9 million with approximately 78 employees. The Treasurer also is an ex-officio trustee on the Orange County Employees Retirement System, managing over $19 billion and the banker for the community and school districts in Orange County.

THE OPPORTUNITY
The Tax Collections & Administrative Services Manager, under the direction of the Division Director of Tax Collections & Administrative Services, will assist with various units which include Taxpayer services (Property Tax Call Center), Tax Collection services, and Administrative services. The division provides services such as Accounts Receivable and Central Collections to other County Departments or other local agencies and oversees the property tax billings for all of the County of Orange. Finally, the division also handles Department functions that include financial reporting and property tax accounting operations. This position is responsible for coordinating the subsidiary accounting records information of the TTC with the County’s Auditor-Controller (AC) staff that includes financial reporting entries and disclosures for the County’s financial statements, TTC accounts payable, and TTC postings to the AC General Ledger. It is also responsible for identifying cost-saving opportunities, implementing approved software applications for this division, streamlining operations and ensuring compliance with County and State regulations, segregation of duties and auditing standards. The incumbent will also participate in the development of Tax Collections & Administrative Services management goals, objectives, policies, and procedures. This position will analyze the division’s management data, develop statistical and analysis for submittal to TTC executive management, direct various operations and implement applicable systems and several managers and supervisors in the various units along with other twenty staff level collections and accounting positions.

DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications, the ideal candidate will possess a minimum of six (6) years of progressive experience in accounting, finance, accounts payable, accounts receivable, collections, budget, and financial reporting policies and procedures in the public sector or for a large public or private corporation. The ideal candidate will also possess at least three (3) years of lead, supervisory, or management level experience with responsibilities for financial & fiscal management, customer service management, or compliance management-related operations.

LICENSE/CERTIFICATION
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions is required.
A Certified Treasury Professional, Certified Public Accountant, and/or Chartered Financial Analyst certification is highly desirable but not required.

The Structured Oral Interview is a timed assessment. Only the most qualified candidates will advance to the next step in the recruitment process or will be placed on the eligible list.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
