Description

Overview

The Procurement Assistant will be responsible for overseeing the administration and management of the City's Procurement Card (P-Card) Program. The position will ensure compliance with the P-Card Policy, handling cardholder inquiries, monitoring transactions, and supporting the effective use of the P-Cards to streamline the purchasing process.

Responsibilities

• Manage the daily operations of the procurement card (P-Card) program

• Set up, modify, and deactivate P-Cards as required

• Ensure all P-Card holders are properly trained on the program's policies and procedures

• Monitor and ensure compliance with organizational policies and guidelines

• Regularly review transaction reports for discrepancies or irregularities

• Prepare detailed reports on P-Card usage, including summaries of expenditures and trends

• Work with internal audit teams to ensure the accuracy of financial data and compliance with regulations

• Track and reconcile P-Card transactions on a regular basis

• Assist with the coding and allocation of transactions to the appropriate departments and budgets

• Review receipts and supporting documentation for compliance with program policies

• Provide customer service to cardholders by responding to inquiries, resolving issues, and assisting with troubleshooting

• Work closely with departments to assist in managing P-Card limits and usage for operational needs

• Maintain organized records of P-Card applications, approvals, transactions, and monthly reports

• Ensure all transactions are properly documented and readily accessible for auditing purposes

• Conduct ongoing training sessions for new and current cardholders on P-Card policies, procedures, and best practices

• Communicate updates to policies and provide guidance on proper card usage

• Perform monthly reconciliation of all P-Card transactions

• Investigate and resolve any discrepancies or issues related to P-Card transactions or accounts

• May be asked to perform other duties as assigned

Position Type and Typical Hours of Work

• Non-Exempt - Full-Time, Monday - Friday 8:00 am to 5:00 pm

• Flexibility to work evenings, weekends, and holidays is a schedule requirement

• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Qualifications

• Associate's degree (AA/AS); or 2 year technical certificate

• Two (2) years of Experience

Licenses and Certifications

Required

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
