911 Consolidated Dispatch Center Director. This executive leadership role oversees the Charleston County Consolidated Emergency Communications Center (CCCECC), providing strategic direction for one of the region's most critical public safety operations.
As the chief executive of the Consolidated Dispatch Center, you will lead a dedicated team responsible for delivering reliable, efficient, and innovative emergency communications services to the community. HIRING SALARY:$120,161 - $157,393 (Estimated Annual Salary)OPEN UNTIL FILLED - APPLICATION REVIEW BEGINS IMMEDIATELYDuties and ResponsibilitiesWhat You'll Do: As the 911 Consolidated Dispatch Center Director, you will:Executive Leadership:- Provide strategic leadership and direction for all operations of the Consolidated Emergency Communications Center.
- Establish organizational goals, performance measures, and operational priorities.
- Develop and implement policies, procedures, and long-range strategic initiatives.
Board & Stakeholder Relations:- Serve as the primary liaison to the Charleston County Consolidated Emergency Communications Center Board of Directors.
- Present operational updates and strategic recommendations at Board meetings.
- Ensure implementation of Board-approved policies and strategic priorities.
Operations Management:- Direct all emergency and non-emergency communications operations.
- Ensure compliance with applicable federal, state, and industry regulations and standards.
- Lead quality assurance and continuous improvement initiatives.
Technology & Innovation:- Oversee critical public safety technologies, including:
- Computer-Aided Dispatch (CAD)
- Next Generation 911 (NG911)
- Geographic Information Systems (GIS)
- Radio communications and interoperability
- Cybersecurity coordination
- Lead technology modernization projects and capital improvement initiatives.
Financial Leadership:- Develop and manage operating and capital budgets.
- Oversee procurement, grants, contracts, and fiscal accountability.
- Ensure responsible stewardship of public resources.
Emergency Management:- Serve as a key public safety executive during Emergency Operations Center (EOC) activations and disaster response.
- Coordinate emergency communications support during major incidents and hazardous weather events.
Workforce Development:- Recruit, develop, mentor, and retain a highly skilled workforce.
- Promote employee engagement, wellness, succession planning, and leadership development.
- Foster a culture of accountability, collaboration, innovation, and continuous improvement.

Minimum QualificationsMinimum Qualifications:- Bachelor's Degree in Public Administration, Emergency Management, Criminal Justice, Business Administration, Communications, Information Systems, or a related field.
- Graduate degree preferred.
- Ten (10) years or more of progressively responsible Public Safety Communications experience.
- Five (5) years of executive leadership experience.
- Ability to maintain all required certifications and professional credentials.
- Proficiency with Microsoft 365.
- Valid South Carolina driver's license, or the ability to obtain one within three months of hire.
- Successful completion of a background investigation, drug screening, and any required security clearances.
Preferred Qualifications:Professional certifications such as:- Emergency Number Professional (ENP)
- Certified Public Safety Executive (CPE)
- APCO Registered Public-Safety Leader (RPL)
Preferred FEMA Incident Command System certifications:- ICS 100
- ICS 200
- ICS 300
- ICS 400
- ICS 700
- ICS 800
Knowledge, Skills and AbilitiesWorking Conditions:This position operates in office, emergency operations, and field environments and may require work during evenings, weekends, holidays, hazardous weather, and emergency events. Moderate travel within and outside Charleston County is required.
