Position InformationThis recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position. The Department of Health Services' Administration Division has requested a
department promotional certification to fill two Department Analyst positions on their Human Resources team, one for Recruitment and one for Training.
Only qualified permanent and/or probationary Department of Health Services employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list. The Civil Service title for these positions is Department Analyst.
About the PositionsThe Department Analyst for Training will be responsible for overseeing all aspects of the Health Services training program, including enhancing current systems and procedures, improving and tracking completion rates of mandatory trainings, and developing training activities collaboratively with managers and staff. In addition, this Training Analyst position will:
- Identify, update, and maintain Health Services training records
- Provide detailed reports on attendance and compliance to management
- Act as a liaison between the divisions, partnering with staff to create division-specific trainings
- Analyze and evaluate the efficacy of trainings and identify opportunities for improvement
- Collaborate with leadership on developing training initiatives that support organizational goals
The Department Analyst for Recruitment will partner with Health Services management and staff to facilitate the full recruitment process (from vacancy identification through candidate onboarding) for their assigned programs. This position partners with hiring managers, the Recruitment team, and County Human Resources to coordinate and support the department's recruitment activities. In addition, this Recruitment Analyst position will:
- Work closely with management, County Human Resources, and departmental staff to identify and implement process improvements, recommend best practices, and provide hiring managers with the guidance, resources, and tools necessary to support effective recruitment, workforce planning, and employee lifecycle activities
- Assist the department with recruitment planning, outreach strategies, and workforce planning initiatives to attract qualified candidates to Health Services positions
- Prepare and deliver communications to diverse audiences, communicating complex information in a clear, professional, and engaging manner
- Coordinate employee offboarding activities with supervisors, payroll, and other internal partners
- Manage, track, and maintain assigned human resources programs and recruitment-related processes, including temporary staffing, internships, and other specialized assignments
- Develop and maintain strong working relationships with County Human Resources, hiring managers, and external partners to ensure effective recruitment operations for Health Services
Ideal candidates for these positions will be excellent communicators and be able to foster positive relationships with staff to ensure effective outcomes for their programs. In addition, ideal candidates will possess many of the following:
- Previous experience in performing, leading, or managing different human resources functions, such as recruitment, training, safety, disability/leave management, or payroll
- The ability to interpret and apply policies and regulations to further best practices for their programs
- Experience coordinating multiple projects at once, while maintaining accuracy and meeting deadlines
- Excellent analytical and critical thinking skills, with an ability to identify issues, evaluate options, and recommend solutions
- The ability to analyze data and identify opportunities for process improvement
- A customer service focus, committed to providing timely and responsive support in their program area
- The ability to enjoy problem-solving, improving processes, and finding practical solutions for any issues that arise in their program area

Minimum QualificationsExperience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.
Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and AbilitiesWorking knowledge of: principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.
Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.
Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.
