THE POSITIONPlease Note: a candidate must successfully pass a thorough background investigation, including a criminal history check for job-related convictions, fingerprinting, polygraph test, credit check, and a drug use history to be considered for this position. The Supervising Property Assistant is a key supervisory position responsible for overseeing personnel and operations of the Evidence and Property Division, ensuring the proper handling, documentation, storage, and disposition of evidence and property. This position supervises and schedules Evidence and Property Technicians, monitors workflow, maintains the property database, conducts audits, ensures chain-of-custody compliance, and implements policies and procedures aligned with changes in laws and departmental policy. This position ensures operational efficiency by providing consistent oversight of warehouse operations, documentation accuracy, guiding process improvements, and serving as a point of contact for internal and external partners.

To plan, schedule, and supervise the personnel and work activities of units in the property Management Section of the Police Department.
DISTINGUISHING CHARACTERISTICS
The class of Supervising Property Assistant is distinguished from that of Senior Property Assistant by responsibility for the supervision of units within the Property Management Section and by the independence allowed and the greater authority granted in performing assignments. The Supervising Property Assistant is distinguished from the class of Supervisor-Property Section by the lack of full responsibility for the Management Section's function, including personnel management, systems and procedures development, and policy interpretation and implementation.
SUPERVISION RECEIVED AND EXERCISED
Direction is provided by the Supervisor-Property Section or Police Management personnel. Responsibilities include the direct and indirect supervision of lower level property personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIESDepending upon assignment, duties may include, but are not limited to, the following:
- Assist in the interpretation and implementation of department goals, policies and procedures, as well as changes in laws affecting property operation.
- Assist in the development of policies and procedures for the storage, security, processing, and transferring of property and evidence stored by the Police Department.
- Assign, schedule, evaluate, and supervise the operation of the Property units.
- Respond to inquiries and prepare a variety of activity, research, and statistical reports.
- Assist in budget preparation.
- Maintain security and safe working conditions in relation to the storage and transportation of property and evidence.
- Supervise, train, and prepare employee performance evaluations, counsel and/or recommend disciplinary actions.
QUALIFICATIONSKnowledge of:
- Laws and procedures related to the receipt, storage, disposal, and maintenance of property, evidence, and supplies held by the Police Department.
- Procedures and methods of inventory and accounting for the disposition of property and supplies.
- Computer terminal operations related to the entry and retrieval of information pertaining to property and evidence.
- Safety equipment and its proper handling and maintenance.
- Operation of storeroom and warehouse facilities in a secure and safe manner.
- Employee agreements, grievance, and disciplinary procedures.
- Principles of supervision, training, and performance evaluation.
Ability to:
- Supervise, train, and evaluate subordinates.
- Plan, organize, and review the work of subordinates.
- Prepare various activity, research, and statistical reports.
- Exercise independent judgment and work with a minimum of supervision.
- Maintain accurate record keeping systems.
- Analyze errors in record keeping and develop systems or procedures to reduce or eliminate the problems.
- Interpret and implement department policies.
- Communicate effectively, orally and in writing.
- Work cooperatively with employees, City departments, governmental agencies, and the general public.
Experience and Education:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be one year of experience comparable to that of a Senior Property Assistant in the City of Sacramento.

A valid California Class C Driver License is required for appointment to this classification, and must be maintained in order to continue employment in this classification. 2. Training and Experience Test: ( Weighted 100%) - The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate's education, training and experience. The exam score will determine your ranking on the eligible list for this job. When completing the T&E questions, please note:
- Responses to the T&E questions must be submitted online; paper questionnaires will not be accepted.
- A resume will not substitute for the information required in the T&E questions.
3. Eligibility: Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Supervising Property Assistant examination.
4. Screening Committee: (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.
