Description
Yuba Community College District is seeking an equity-minded, dynamic, collaborative, and innovative leader to serve as Fiscal Analyst.
BASIC FUNCTION : Under the direction of the Director of Fiscal Services and the Woodland Community College President, this position performs a variety of complex professional accounting duties; leads and collaborates with professional and administrative staff as assigned; coordinates and assists in the preparation of critical financial information required for college operations, college categorical funds, and grants administration. The successful candidate will work with minimum supervision and is expected to use a high degree of individual judgment in the performance of duties; recommend improvements to District-wide and college financial information systems and procedures; implement fiscal policies and procedures, and ensure compliance with applicable laws, principles, policies and procedures in coordination with information technology department and district directives and goals. Work directly with the Director of Fiscal Services and in collaboration with the College President, to provide District and college summaries, budget/actual financial data for inclusion in monthly/annual reporting. Essential Duties Summary
REPRESENTATIVE DUTIES - Assist in the development and review of College’s annual general fund/categorical budgets on all funds including the College’s foundation funds.
- Review and analyze budget and expenditure transfers for accuracy and validity.
- Develop staffing and other budget projections including maintenance of a local and/or district position control system. Monitor and general funds, categorical grants, and program budgets.
- Analyze, and prepare federal, state, and local reports for categorically funded accounts and others as assigned; maintain accounting records for categorically funded programs and grants; audit and review expenditures; interpret contracts to determine budgeting, billing, and reporting requirements.
- Assist in the preparation of board agenda items including development of supporting data. Prepare various monthly, quarterly, and annual financial and budget reports for the college as requested by the college management team.
- Collect, compile and verify accuracy of statistical and financial data and other information for inclusion into College/District budget and periodic reports, including year-end summary reports as required for mandated state reporting and external auditors; research/analyze information and establish appropriate formats for special reports as necessary.
- Assist in the monitoring and analysis of FTEF utilization and productivity and efficiency.
- Provide analytics and collaborate in scheduling discussions with members of the administration team.
- Prepare and report budget allocations and monitor allocations against actual expenditures, proposing budget/actual adjustments as necessary.
- Plan, coordinate, implement and evaluate complex accounting projects; perform special analytical tasks as assigned.
- Coordinate the closing and year-end adjustments to various accounts to ensure compliance with generally accepted accounting principles and governmental accounting standards.
- Communicate with various personnel and outside agencies to provide high-level financial analysis and ad hoc financial reports and recommendations.
- Perform related duties as assigned.

- Use of automated financial systems related to planning and analysis, forecasting, projection, accounting, financial control and auditing functions; including equipment, applications, methods, procedures and practices.
- Current office equipment, methods and procedures including use and application of personal computers and associated software.

- Develop, access and maintain a college-level computerized accounting system Prepare, interpret, review, reconcile, analyze, maintain and retain comprehensive College financial statements, technical documents, records, accounts and reports.
- Develop and present recommendations and solutions to financial problems Assure compliance with applicable CCC System/District policies, procedures and governmental regulations.

Required Qualifications
MINIMUM QUALIFICATIONS : Any combination equivalent to a bachelor’s degree in accounting, finance or business administration and six (6) years of accounting/budget related experience. Desired/Preferred Qualifications Experience working in a culturally diverse workplace. Demonstrated cultural competence and a demonstrated commitment to building equity-focused practices.
