Description
Job DescriptionGeneral Description: Performs moderately complex legal work for the Texas Ethics Commission (¿Commission¿) related to Texas Ethics Commission meetings, APA rule making, and general administrative projects. Primary duties include: drafting, editing and coordinating documentation related to Commission meetings, serving as liaison to the Texas Register, and serving as backup to the Public Information Coordinator. Work involves communicating with the Texas Register, as well as receiving, reviewing, revising, and tracking agency rules throughout the rule making process
Work may require researching and interpreting laws and regulations, advisory opinions, and other legal precedents and examining, preparing, and drafting legal documents. Work may also require analysis of legislation during legislative sessions.
Work is performed under general supervision with moderate latitude for the use of initiative and independent judgment under the direction of the Executive Director and General Counsel. The ideal candidate will have excellent attention to detail, the willingness to learn new skills, and a passion to further the mission of the Texas Ethics Commission. Employees in this role are typically required to handle confidential and sensitive information and may correspond with executives at other state agencies, members of the legislature, or other high-level contacts.
Essential Job DutiesGeneral Duties and Responsibilities - Coordinate, assemble, and format memos, exhibits, and meeting links for quarterly Commission meeting.
- May assist in drafting rules, advisory opinions, forms, instructions, guides, and draft notices for the Texas Register.
- May assist in reviewing and processing public information requests and requesting rulings under the Public Information Act.
- Reviews legal documents for accuracy and completeness; edits written material for grammar, organization, and spelling; and provides other general administrative support.
- Provides research assistance related to legislative decisions, Attorney General Opinions, and advisory opinions.
- Assists with researching, examining, and reviewing the accuracy of legal sources such as statutes, case law, administrative records, and applicable rules and regulations.
- Assists the Office of General Counsel in providing legal advice, counsel, and assistance to staff.
- Assists with the coordination of meetings, trainings, and the maintenance of CLE (Continuing Legal Education) registrations.
- Assists and coordinates procurement and contract development tasks for the Office of General Counsel.
- May communicate with agency staff, members of the public, other state agencies, and post-secondary institutions concerning legal issues.
- May train others.
- May research and analyze legislation, and communicate with members and staff of the Texas Legislature, during legislative sessions.
- Performs related work as assigned.
QualificationsMINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Minimum Qualifications:
- Experience in legal assistance work. Graduation from an accredited four-year college or university with major coursework in law or a related field is generally preferred. Experience and education may be substituted for one another
Preferred Qualifications:
- Certification as a legal assistant.
- Certification as a notary.

Preferred: - Experience serving as liaison to the Texas Register
- Experience working with a Board and organizing meetings
- Experience handling complaints or similar customer service-related experience
- Experience as a paralegal/legal assistant in a state government environment
- Experience with the Texas Administrative Procedure Act, Texas Open Meetings Act, and Public Information Act
- Knowledge of state government agencies and processes
- Knowledge of legislative process
- Knowledge of laws, regulations, and rules governing the Texas Ethics Commission
