GENERAL DESCRIPTION:
Performs moderately complex (journey-level) loan specialist services associated with the Homebuyer Assistance (HBA) and Down Payment Assistance (DPA) loan portfolio. Work involves handling general loan servicing functions including, but not limited to, maintenance of the customer service line, general customer service duties, updating and maintaining borrower information on the loan tracking system. Assisting Loan Servicing staff with release of lien processing and notary services. Work under moderate supervision with moderate latitude for the use of initiative and independent judgment.
SPECIFIC JOB RESPONSIBILITIES: - Performs HBA loan servicing and customer service including borrower contact, maintenance of borrower information on loan tracking system, provide payoff quotes, process releases of lien for paid off loans, and approve and process subordination agreement requests.
- Performs Bond DPAP loan servicing and customer service including borrower contact, maintenance of borrower information on loan tracking system, provide payoff quotes, and process releases of lien for paid off loans.
- Performs the daily process to defer annual payments for deferred forgivable loans.
- Maintain active notary public certification and ensure all requirements for renewal and compliance are met.
- Submit and manage lien release requests for all paid off or forgiven single-family loans, coordinate mailing of releases and related loan communications, and address customer and third-party inquiries.
- Responsible for initiating communication and addressing instances of non-compliance with primary residency/ownership requirements and other program provisions applicable to the loan component.
- Responsible for issuing annual loan compliance and FAQ notices for all applicable loan programs and loan types.
- Assist Accounts Collection Coordinator, as needed, research return mail; and secure foreclosure deed and/or ownership transfer documentation.
- Assist Loan Servicing Coordinator with mail out of property tax and property insurance payments, as needed.
- Work with Financial Administration to address unclaimed checks to resolution.
- Responsible for generating all month end cutoff reports for all loan portfolios, and the monthly federal loan program (HOME, NSP, TCAP) activity reconciliation reports.
- Prepares monthly management reports related to Homebuyer Assistance (HBA), and Bond DPAP.
- May assist with monthly management report updates, as needed.
- May assist Loan Servicing Coordinators with backup duties, as needed.
- Other duties as assigned.
EDUCATION/EXPERIENCE: - Graduation from an accredited four-year college or university with major coursework in a related field. Experience and education may be substituted from one another on a year for year basis.
- Experience in banking, finance, mortgage lending and/or servicing, or real estate.
KNOWLEDGE, SKILLS AND ABILITIES: - Good working knowledge of mortgage lending and loan servicing practices, and mortgage industry rules and regulations.
- Good working knowledge of real estate and other loan documentation.
- Possess excellent communication and customer service skills, and the ability to produce effective written communications.
- Good working knowledge of basic accounting principles and skill in statistical concepts, methods, and mathematics; in working accurately with numerical data.
- Good working knowledge of organizational operations and document custody and control.
- Possess good technical, analytical, and organizational skills.
- Ability to effectively adapt to changing work volumes and deadlines.
- Good working knowledge of mortgage lending software.
- Well skilled in the use of personal computers, MS Office products such as, but not limited to, Word, Excel, Explorer.
PHYSICAL REQUIREMENTS: - This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
- The employee must be able to lift and/or carry up to 10 pounds. Must be able to push and/or pull up to 10 lbs
OTHER :
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
