Job Summary: The Product Manager owns the vision, evolution, and adoption of the licensing management system, driving it forward with urgency and purpose. This role demands a strong understanding of business needs and commitment to delivering clear, measurable value to internal business owners and license holders. The Product Manager works closely with business owners, executives, vendors, and technical partners. They serve as the bridge between operational teams and technology resources to turn strategy into action and ideas into results.
Job Duties: - Define the agency product vision, strategy and long-term roadmap aligned with agency goals
- Develop and execute program plans, including scope, schedules, testing and risk mitigation strategies, and resource allocation
- Manage vendor relationship to ensure accountability and ongoing value
- Prioritize initiatives and manage ticket backlog based on value, resources, and compliance considerations.
- Communicate progress, risks and opportunities to technical and non-technical stakeholders
- Understand customer needs through research, data analysis and direct feedback
- Translate business goals and customer insights are into clear product requirements
- Collaborate closely with IT, Business and Vendor organizations
- Serve as vendor contact, building strong working relationships while monitoring performance against KPI
- Lead after-action reviews following each deployment to assess outcomes, identify root causes of any issues Identify areas for improvement in product performance using metrics and user data
- Ensure ongoing compliance with Data Privacy and privacy regulations
- Drive product adoption through effective communication, training support, release notes and change management
Minimum Qualifications: - Graduation from an accredited four-year college or university with coursework in computer science, computer information systems, management information systems, or a related field. An equivalent combination of education and experience may be substituted for the degree on a year-for-year basis.
- Minimum 3 years¿ experience as product manager.
- Proficiency with product or project management tools such as Jira, Azure DevOps, Confluence or similar
Preferred Qualifications: - 5+ years of managing projects from concept to deployment
- 3+ years of managing vendor relationships
- Experience working with configurable, workflow-driven business process management or licensing systems such as Accela, OpenGov, or Tyler Technologies
- In-depth understanding of broad business operations, processes
- Experience with analytics or reporting tools such as SQL, Tableau, Power BI or similar
- Working knowledge of data privacy regulations including PCI, data sensitivity, etc
Knowledge, Skills, and Abilities: - Ability to translate complex technical concepts to clear agency value for diverse audiences
- Strong written and verbal communication skills and active listing with ability to tailor messaging to technical and non-technical audiences
- Strong analytical and problem-solving abilities using data-driven decision-making approach
- Ability to prioritize initiatives and manage competing demands and operate effectively in fast-moving ambiguous environment
- Skill in leveraging AI tools to improve efficiency and productivity
- Ability to use appropriate interpersonal styles and communication methods to develop effective and strategic relationships among diverse groups of people within and outside of organization
- Ability to lead organizational change and drive technology adoption
- Ability to be self-directive, understanding how to prioritize among conflicting tasks
- Identify and manage product dependencies, including technical, vendor, and between divisions to support effective delivery.
- Ability to gain consensus across nonreporting relationships
- Skill in organization and long-range and short-range planning.
- Skill in providing excellent customer service.
Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
