Agency InformationThe Texas Department of Agriculture's Marketing and Public Outreach division is dedicated to enhancing the economic vitality and quality of life in rural Texas through its community and economic development programs. Division staff work with small rural hospitals, rural communities, Texas businesses, and various organizations and associations throughout the state.
Job DescriptionWHAT YOU'LL DO The Marketing & Public Outreach Field Representative will perform moderately complex to complex consultation and technical assistance to industry constituents, rural communities and those businesses investing in these communities. You will contribute to the increased expansion and promotion of businesses and general economic and community development of the communities in your assigned TDA region. You will work under general supervision with limited/moderate latitude for the use of initiative and independent judgment.
Essential Job DutiesDevelop professional relationships and provide basic consultation and technical assistance to local communities, businesses, GO TEXAN partners and community organizations; serve as a resource to local, state, and federal entities.
Attend various functions to promote Texas products, services, and communities, to include stock shows, county/state fairs, trade shows, commodity sampling, school programs, in-store promotions, conferences, webinars, chef/farm tours and other special events.
Work closely with agency staff to develop an understanding and stay abreast of the Community Development Block Grant Program, Texas Cooperative Inspection Program, Texas Agricultural Finance Authority, various grant programs and other economic development programs administered by TDA, with emphasis on the GO TEXAN program.
Assist with connecting communities with TDA subject matter experts on economic development issues and opportunities to assist in local efforts to attract new business or expand existing businesses, including but not limited to locating financing, business sites, market/sales opportunities, workforce training and sources of supplies and raw materials.
Promote and expand markets for all Texas products, services, and communities, both within and outside the state and country.
May attend and accept speaking engagements at a variety of agricultural/civic/educational meetings, seminars, and other events to promote TDA programs; make presentations, as requested.
Counsel communities on economic development issues and opportunities to assist in local efforts to attract new business or expand existing businesses, including but not limited to locating financing, business sites, market/sales opportunities, workforce training and sources of supplies and raw materials.
Follow all TDA policies and procedures.
Perform other duties as assigned. This may include contributing work efforts to other program areas, including assisting TDA Regional Offices with special projects as needed.

QualificationsTo be considered for the position, applicants must submit a State of Texas Application through CAPPS or WIT - experience listed on the CAPPS application must state how each of the following qualifications are met: FOR A MARKETING SPECIALIST II - B18 - $4,150.00/MO. Bachelor's degree in Agribusiness, Agriculture Communications, Marketing, Business Administration or related (one year of work experience related to the primary responsibilities may substitute for one year of college).
Two (2) years of work experience in agriculture, marketing, sales, or related environment.
Work experience making presentations to groups.
Valid Texas driver's license and an acceptable driving record.

Knowledge/Skills/AbilitiesKnowledge of marketing products, services, and associated equipment; of the principles and dynamics of marketing and merchandising; of marketing or promotion of Texas products, services, and communities; and of various division and TDA programs.
Skill in providing customer service excellence to both internal and external customers; in conducting presentations to individuals and groups; and in the use of a computer and applicable software.
Ability to develop marketing strategies; to communicate effectively, both orally and in writing; to establish and maintain effective working relationships with agency staff and the general public, including diverse groups of people; and to exercise sound judgment and discretion.
Working ConditionsPhysical Requirements & Working Conditions: Requires working in a normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. May require working outdoors; extensive moving and remaining stationary; walking and standing for long periods of time; exposure to animals in livestock settings; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and maintain a phone line and high-speed internet at all times (this is a non-reimbursable expense). Involves safely operating an assigned TDA vehicle and driving for long distances day and night; working extended hours and some evenings and weekends, as needed; and daily and overnight travel (up to 80% in the assigned area).

Additional InformationTelework & Work Hours The agency does not offer telework. TDA employees are required to be physically present for work.
The agency's core business hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday. TDA also provides limited customer service between 6:00-8:00 a.m. and 5:00-6:00 p.m.
