This position is a member of our Water Quality Planning Division (WQPD).
HERE'S WHAT YOU'LL BE DOING - Manage and direct programs and staff of the Water Quality Planning Division, which include water quality monitoring and assessment, Texas Surface Water Quality Standards, Total Maximum Daily Loads, Nonpoint Source, Galveston Bay Estuary, Coastal Bend Bays & Estuaries, and the Sugar Land Laboratory.
- Complete and/or direct personnel management functions. Manage personnel effectively to meet performance and communication objectives.
- Evaluate state and federal regulatory developments and legislation as they impact division operations; and implement regulations as needed.
- Communicate regulations concerning division responsibilities to agency executive management, federal and state officials, and internal and external customers.
- Manage all aspects of the division budget, assuring proper monitoring, allocation, and expenditure of funds.
- Serve as division contact to the Agency Records Management program concerning records retention, storage, access, and destruction.
KEY QUALIFICATIONS - Experience planning, developing, coordinating, and facilitating work activities among internal teams within government or other large organizations to implement legislative, federal, or programmatic commitments.
- Management experience, including leading, hiring and developing staff, tracking performance management, and mentoring others.
- Experience with government agencies or other large organization's budget processes, government contracts, and/or grants.
REQUIRED EDUCATION & EXPERIENCE Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.
OR Experience in the management of a business function, division, or department to include professional management experience where primary duties consist of planning organizing, controlling, and directing the work of an organization or formal subdivision, or team.
OR Experience as a special assistant to a TCEQ director or deputy director developing management policies and directing/evaluating operations.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the Office of Water.
