This position is a member of our Occupational Licensing and Registration Division.
HERE'S WHAT YOU'LL BE DOING - Prepare, ensure accuracy and timeliness of submission of the division's operating budget, advanced Legislative Appropriation Request (LARs), and special budget requests (such as exceptional item requests) in accordance with agency and state policy and procedures. Monitor and evaluate the budget, preparing necessary amendments to ensure that division and agency goals are met. Generate budgetary and management reports. Reconcile operating and salary budgets using budget reports and agency financial systems.
- Serve as division expert on financial processes and data systems related to the budget. Provide assistance, analyze expenditures patterns and make recommendations to operating managers and the Deputy Directors regarding fund usage. Conduct meetings with operating managers regarding budget targets. Inform management about budget deviations, problems, and potential operational impacts and their causes and effect on the division's mission and resources.
- Review division purchases and travel related documents for accuracy and compliance with agency requirements. Monitor budget for availability and appropriate use of funds. Ensure the accuracy of encumbrance forms (EF¿s), encumbrance form change requests (EFCR¿s), travel forms, and other budget related forms.
- Conduct human resource functions such as creating, submitting, and monitoring requests to post vacancies (RTPs) and other personnel actions. Provide guidance on procedures related to personnel actions. Maintain the division's salary budget and enhancement plan and perform salary reconciliation. Ensure compliance with salary guidance policies. Prepare reports on salary and salary enhancements.
KEY QUALIFICATIONS - Experience developing and/or monitoring operating budgets for a State Agency or TCEQ.
- Experience using the Uniform Statewide Accounting System (USAS), Budget Accounting and Monitoring System (BAMS), CAPPS Financial or other accounting/budget tracking systems used by a State of Texas Agency.
- Experience handling confidential information to include personnel files and/or processing personnel actions andor with CAPPPs Recruit.
- Experience making purchases, interpreting purchasing policies and/or reviewing purchasing documents for a State Agency.
- Experience preparing legislative appropriation requests, exception requests, technical amendments, or other budget changes for a State Agency.
- Experience working with a budget that uses multiple funding sources (i.e., state, federal, fee based etc.).
REQUIRED EDUCATION & EXPERIENCE Graduation from an accredited four-year college or university with a major course work in business, public administration, or a related field, plus three years of full-time experience in a professional or technical capacity involving budget preparation or analysis.
OR Four years of full-time experience in auditing, accounting, budget preparation, financial management, or statistical analysis; or other responsible analytical or professional work that provided a knowledge of programs, budget procedures, budget execution, budgetary and financial relationships with workloads of organizational elements organizational structure, and work processes of the organization.
OR Registration as a Certified Public Accountant or a master's degree from an accredited college or university with a major in public affairs, business administration, public administration, or a related field may be substituted for one year of the experience.

Work Schedule Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Occupational Licensing and Registration Division.
