THE DEPARTMENT:The Information Technology Services (ITS) Department supports and enhances computer, telecommunications, enterprise applications, cybersecurity readiness, and mapping systems for the City. The ITS Department is committed to providing outstanding customer service by being transparent, adaptive, and responsive in meeting customer needs. The ITS Department, in partnership with its customers, assists in planning, selecting and implementing value-added business solutions that fulfill the City’s strategic goals and objectives.

The City of Fremont is seeking an experiencedand collaborative technology leader to serve as Business Systems Manager within the Information Technology Services Department. This position plays a critical role in supporting the City's enterprise business applications portfolio and partnering with departments across the organization to identify, develop, and implement technology solutions that improve operational effectiveness and service delivery.

Business Systems Manager - Class Specification

Definition
Under general direction, plans, organizes and directs information technology for all business software systems for the City; manages design and development teams in performing systems programming and analysis; and serves as a member of the department's management team.
Class Characteristics
This is a single position, division-head level classification in the Department of Information Technology Services, with responsibility for planning, selection, installation, implementation, enhancement, maintenance, and ongoing support of all business software program and related peripherals. This classification is distinguished from the department head in that the latter is responsible for planning, organizing and directing information technology for the city including computer systems and networks, telecommunications, and telephone services. The Business Systems Manager receives administrative direction from the Chief Technology Officer and exercises direct supervision over professional and technical staff.

Knowledge of: Personnel management principles and practices; project management techniques; principles and practices of budget management in the public sector; methods and techniques of systems and procedures analyses, application software development, computer programming, systems scheduling/utilization, information technology procedures and controls; relational database design and file structure; statistical methods, business and public administration practices; potentials and limitations of information technology equipment; principles and practices of management, supervision, and training; group dynamics; managing meetings; organizational design and development; principles and practices of leadership, motivation, team building and conflict resolution; principles and practices of organizational analysis.

Ability to: Identify and conceptualize information needs, work flow sequences; develop programs optimizing computer use within system design constraints; prepare and present comprehensive and clear reports and recommendations regarding complex technical issues; ensure completion of projects in a timely manner; analyze data and/or problems, identify potential solutions, project consequences of proposed actions, and implement recommendations; prepare narrative, statistical and technical reports; analyze existing systems, processes, and procedures and modify/develop changes as necessary; plan, organize, and prioritize work assignments; make formal and informal presentations; supervise, train, and evaluate personnel; effectively delegate responsibility to others; gain cooperation through discussion and persuasion; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the essential functions of their assigned position.

Education/Experience

Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge, skills, and abilities would be: possession of a Bachelor's degree from an accredited college or university in information systems, computer sciences, public or business administration or a related field and five (5) years of progressively responsible experience in systems analysis or programming and coding of applications in the public sector, two (2) years of which involved supervision and management.

Possession of a Master's degree is desirable.

This classification requires the ability to travel independently within and outside of City limits. Possession of a valid California Class C driver’s license is required. Failure to maintain this license will result in discipline up to and including termination.
