About the Neighborhoods & Community Services Department The Neighborhood Services Department works to support safe, vibrant, and thriving communities across the city. The department focuses on protecting residential properties, addressing nuisance concerns, and improving quality of life through a proactive, community-centered approach. By partnering with neighborhood and community leaders, the team uses data-driven strategies to identify issues, coordinate solutions, and connect residents with city and community resources.
In addition to these core efforts, the department serves as a key service hub for residents and businesses. It provides direct customer support through the 311 Call Center, ensuring residents can easily access information and request City Services. The department also supports economic vitality through small business assistance offered by the BizCare Division, while promoting public safety and compliance through Animal Services enforcement provided by the Animal Services Division and alcohol licensing managed by the Regulated Industries Division. Oversight of short-term rental licensing further helps maintain neighborhood stability, and dedicated illegal dumping enforcement and cleanup efforts enhance cleanliness and livability.
The Office of Environmental Quality drives the city's sustainability policies and ensures that municipal operations comply with local, state, and federal environmental laws. It plays a crucial role in reducing the city's carbon footprint and advancing climate action planning.
Emphasizing collaboration, engagement, and prevention, the department brings together community support, regulatory services, environmental stewardship, and responsive customer service to strengthen neighborhoods and enhance overall community well-being.

What You'll Do:
- Meets with members of the general public interested in starting, operating and expanding a business in Kansas City including specific courses of action for Procurement, Certification, etc.
- Provides guidance and assistance for businesses in understanding and navigating the City's regulatory licensing, permitting and approval processes.
- Monitors technical assistance (interactions), conducts surveys, analyzes trends, and communicates services provided by BizCare and makes reports of practical solutions.
- Prepares and maintains various virtual business resource guides to ensure that content is current and organized for efficient/effective use by the public.
- Identifies, proposes and implements initiatives to remove barriers to entry and systemic issues that impede a business's ability to start and grow.
- Processes and issues zoning clearance requests for small businesses seeking a KCMO business license; maintains regular contact with City Planning & Development Department
- Cross-trains and networks with other City, State and Federal departments to understand their charges and processes that impact small businesses.
- Assists in advising City departments and officials through statistical reports about small business activities, along with performance metrics of office initiatives.
- Assists with marketing of services and initiatives through event participation locally & nationally.
- Networks with various business associations and entrepreneurial support organizations to remain up to date on services provided and barriers to business development support.
- Prepares and/or presents informational material of KC BizCare service and initiatives to the public and city officials.
- Organize efforts among City Councilmembers, respective City Departments, and the general public for implementing policy initiatives.
- Assist in monitoring, researching, tracking, and responding to local, state, and federal policy developments and issues, including legislative and regulatory issues.
- Support government affairs and outreach to government officials as directed.
- Draft fact sheets and other collateral related to policy priorities.
- Assist in development of legislative agendas and policy platform updates.
- Plan, coordinate, and execute reporting meetings and programs.
- Develop policy-related updates relevant to small businesses and City departments shared via newsletter, social media, and/or website.
- Analyze and evaluate small business municipal challenges and evaluate the feasibility of potential policy solutions

REQUIRES - Accredited Bachelor's degree and
- five (5) years of related professional experience of a progressively responsible nature in housing and community development, neighborhood preservation or neighborhood services OR;
- Accredited Master's degree and three (3) years of related professional experience in housing and community development, neighborhood preservation or neighborhood services; OR
- An equivalent combination of qualifying education and experience
- Ability to pass a background check as prescribed by the City
