Payroll Supervisor
Description
Overview The Payroll Supervisor will be responsible for the payroll section of the payroll division. This position will directly supervise the Payroll Assistant that is responsible for all payroll-related functions.
Responsibilities • Directly supervise the Payroll Accounting Assistant that is responsible for all payroll related functions
• Train the Payroll Accounting Assistant
• Complete annual performance evaluations
• Conduct quarterly reviews with staff to assess performance
• Collaborate with and support city departments
• Ensure departmental compliance with City policies
• Assess departmental training needs
• Serve as the liaison between the Finance department and City departments
• Validate and test changes to Payroll, Absence Management and Workforce Management Modules
• Prepare semiweekly payroll tax payments
• Prepare and reconcile quarterly 941 reports
• Manage and initiate biweekly and monthly payroll for uniformed and civilian employees
• Analyze and validate employee payroll results and coordinate with the city departments of any necessary corrective action
• Generate payroll checks and ACH files
• Record Payroll postings to the clearing accounts, the third - party payroll vendor accounts and the general ledger accounts
• Maintain IRS levies, Child Support orders, create accompanying IRS Levy and Child Support garnishment reports and initiates the release of payments
• Review subpoenaed payroll information for completeness
• Manage the annual W-2 reporting process
• Prepare and assist internal and external auditors in the preparation of Prepared by Client (PBC) requirements for the annual audit
Position Type and Typical Hours of Work • Exempt - Full-Time - Monday - Friday 8:00am - 5:00pm
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications • Bachelor's degree (MS / MA)
• Five (5) years of experience
Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring
• Proof of Automobile Liability Insurance

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
