Description
The JobSan Bernardino County is seeking an experienced and innovative
IT Business Solutions Development Chief to provide strategic and operational leadership within the Innovation and Technology Department. The IT Business Solution Development Chief oversees the development of enterprise applications, GIS services, website development, SQL database administration, AI solutions, and data analytics. This role establishes the vision and direction for technology platforms that promote innovation, enhance service delivery, and support County-wide business needs.
The IT Business Solution Development Chief directly manages three Deputy Chiefs and ensures alignment with County priorities, policies, compliance standards, and fiscal responsibility.
This role is responsible for defining the vision and strategy for technology platforms that foster innovation, enhance service delivery, support digital transformation, and meet County-wide business needs. The Division Chief directly oversees three Deputy Chiefs and ensures alignment with County priorities, policies, and compliance standards.
This executive role provides strategic and operational leadership over:- Enterprise application development
- GIS platforms and services
- Website development and user experience
- SQL database administration
- Artificial Intelligence (AI) and machine learning solutions
- Countywide data analytics
Key Responsibilities: Strategic Leadership- Lead enterprise applications, GIS, data ecosystem, AI/ML projects, and analytics.
- Drive modernization initiatives that enhance efficiency and service delivery.
- Align technology strategy with County priorities, compliance, and budget goals.
Operational Management- Supervise three Deputy Chiefs and oversee BSD teams.
- Manage SDLC, cloud integrations, AI solutions, and data governance frameworks.
- Oversee vendor contracts, technology procurements, and professional services.
- Establish and monitor KPIs, SLAs, and performance dashboards.
Collaboration & Stakeholder Engagement- Partner with County departments to deliver value-driven solutions.
- Collaborate with CIO, ACIO, CISO, CTO, and IT leaders on unified strategy.
- Present strategies, outcomes, and performance to County executives and the Board of Supervisors.
Governance & Compliance- Ensure ADA, accessibility, cybersecurity, and records retention compliance.
- Support responsible AI governance and data ethics.
- Develop and enforce policies, standards, and procedures for sustainable practices.

CONDITIONS OF EMPLOYMENT Pre-Employment Process: Prior to appointment, candidate must undergo a background check, which includes fingerprinting and a medical exam.
Travel: Travel throughout the County may be required. Employees will be required to make provisions for such transportation.

Minimum RequirementsCandidates MUST possess the required education and experience in ALL of the following areas in order to qualify. EXPERIENCE: Four (4) years within the last six (6) years of progressive IT leadership managing IT enterprise-level initiatives in applications, GIS, databases, analytics, and/or Artificial Intelligence/Machine Learning.
Experience must include ALL of the following:
- Software development methodologies
- Enterprise applications
- Project management practices
- Collaborative partnerships with stakeholders
MANAGEMENT: Three (3) years full-time equivalent experience in management or higher overseeing diverse IT teams across multiple technological functions within an a large organization. Experience may be concurrent.
EDUCA TION: A completed bachelor's degree from an accredited college or university computer science, information technology, business administration, public administration or closely related field.
Substitution: Two (2) additional years of qualifying experience may substitute for required education.
Desired QualificationsThe ideal candidate will possess:- A master's degree in Information Technology.
- 10+ years of progressive IT leadership.
- 5+ years managing large, diverse IT teams across multiple technological functions.
- Deep knowledge of enterprise systems, AI/ML, GIS platforms, and data warehouse strategies.
- Experience in government or large public-sector IT organizations.
- Strong problem-solving and strategic planning skills.
- Ability to balance strategic priorities with operational execution.
