HUMAN RESOURCE SERVICES The mission of the
County Executive Office,
Human Resource Services (HRS) is to attract, retain, and develop a highly skilled and competent work force so that County agencies/departments can provide outstanding services to their customers. HRS Deputy D irectors provide strategic leadership and oversight for the following five divisions: Employee Benefits, Central Human Resource (HR) Services, Employee and Labor Relations, Equal Employment Opportunity, and HR Operations and Satellite Teams.
Equal Employment Access Program In 1972, the Orange County Board of Supervisors established an
Equal Employment Opportunity (EEO) Access Program to provide equal employment opportunity for all persons regardless of race, religion, national origin, color, age, physical or mental disability, medical condition, marital status, or sex. These categories comprise the protected groups under state and federal law. The program is responsible for implementing specific activities to ensure that an organization’s employment practices are non-discriminatory and that artificial or arbitrary barriers to employment are removed.
THE OPPORTUNITY Reporting to the Chief Human Resources Officer (CHRO), the EEO Access Officer provides strategic leadership and oversight for the County’s Equal Employment Opportunity Access Program, ensuring full compliance with federal and state civil rights laws while advancing a fair, inclusive, and legally compliant workplace culture. This role sets countywide EEO policy direction, oversees complex discrimination and harassment matters, ensures consistent implementation of EEO practices across departments, and serves as the County’s chief liaison to regulatory agencies on all EEO-related issues.
Responsibilities of the EEO Access Officer include, but are not limited to, the following:
- Develop, implement, and oversee countywide EEO policies, programs, and long-range strategies to ensure compliance with Title VII, Fair Employment and Housing Act (FEHA), American Disabilities Act (ADA), and related regulations
- Provide executive-level guidance to department heads, HR leadership, and County executives on complex EEO, civil rights, and disability-related matters
- Direct and evaluate the work of EEO Program Managers and staff, ensuring consistent application of EEO policies and investigative standards across the organization
- Oversee the County’s response to high-risk or high-profile Equal Employment Opportunity Commission (EEOC), Civil Rights Department (CRD), and other regulatory agency complaints, including coordinating legal strategy with County Counsel
- Establish standards and protocols for investigations, complaint resolution, and reasonable accommodation processes, ensuring legal sufficiency and organizational consistency
- Lead countywide compliance reporting, including preparation and certification of mandated federal and state EEO reports, workforce analyses, and audit responses
- Serve as the County’s primary liaison to federal and state civil rights agencies, representing the County in audits, negotiations, and compliance reviews
- Provide strategic oversight for EEO-related litigation support, including coordinating document production, advising on case strategy, and serving as a subject matter expert when required
- Lead initiatives to promote diversity, equity, inclusion, and accessibility across County operations, ensuring alignment with organizational goals and legal requirements
DESIRABLE QUALIFICATIONS In addition to the minimum qualifications, the ideal candidate will possess at least five (5) years of full-time experience in equal employment relations, labor relations and investigations.
The ideal candidate will also possess a bachelor's degree or higher in business management/administration, public administration, human resources, or legal studies.
Professional certifications, such as Association of Workplace Investigators (AWI) certification, Society for Human Resource Management certifications (SHRM-CP and/or SHRM-SCP) certifications are preferred but not required. A Juris Doctor (JD) degree is preferred but not required.
The ideal candidate will also have extensive experience in the following key competencies:
- Interpreting federal and state EEO laws, regulations, and policies to guide compliant decision-making and organizational practices
- Managing EEO complaints, case files, timelines, and case-management systems to ensure accurate documentation and timely resolution
- Analyzing workforce data and preparing clear, well-structured reports, presentations, and correspondence for executives and regulatory agencies
- Developing and delivering EEO training programs for employees and managers to strengthen awareness, compliance, and prevention efforts
- Communicating effectively in both oral and written formats to convey complex EEO concepts, findings, and recommendations to diverse audiences

Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Eligible List Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
