GENERAL DESCRIPTION

Under the direction of the General Ledger Manager, this position performs highly complex (senior level) accounting work. Work involves preparing and/or overseeing the preparation of financial analyses and reports, establishing, maintaining, and/or overseeing accounting systems, procedures, and controls. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Position requires excellent verbal and written communication skills. Complies with all Agency, Division and Branch rules, regulations, and procedures.



Qualifications:

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited college or university with a Bachelor's degree, and major coursework in Accounting, Finance or Banking.

Experience:

Two or more years of experience in accounting, bookkeeping, banking, financial audit, financial operations and/or related state government experience.

Two or more years of full-time experience using USAS, CAPPS and/or other accounting software and systems.

Experience using Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, etc.).

NOTE: Experience may have occurred concurrently.

Licensure:

A valid class "C" Texas driver's license.

ACCEPTABLE SUBSTITUTIONS

Experience:

Graduation from an accredited college or university with a Master's degree in Accounting, Finance or related field may be substituted for two years of any of the required work experience.

PREFERRED QUALIFICATIONS

Education:

Graduation from an accredited college or university with a Master's degree in Accounting, Finance, or closely related field.

Experience:

Experience with a state agency or institution of higher education.

Experience in the preparation of an AFR for a Texas state agency or university.

Experience with appropriation management and cash management functions.

Experience with state of Texas multi-fund governmental accounting.

Experience using USAS, CAPPS, SAS and SIRS.

Experience with Excel functions including VLOOKUP, XLOOKUP, macros and pivot tables.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of Generally Accepted Accounting Principles (GAAP) and procedures affecting the maintenance of accounting records and automated accounting systems.

Knowledge of Texas state agency operations, policies and procedures preferred.

Knowledge of office practices and administrative procedures.

Skill in using MS Word, Excel, PowerPoint, and Outlook.

Skill in effective written and verbal communication.

Skill in the application of accounting theory and techniques.

Skill in reconciling and analyzing financial data.

Skill in analytical reasoning and critical thinking.

Skill in time management, task prioritization and project management while managing multiple concurrent tasks.

Skill in analyzing and interpreting rules, statutes, and oversight guidance publications.

WORKING CONDITIONS

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday, alternative work schedule may be available with supervisor approval; working arrangements may change at any time as business necessitates.

Required to work overtime, evenings, weekends and/or holidays.

May be required to operate a state vehicle.

Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

Non-smoking environment in State buildings and vehicles.
