Position Information: The County of Monterey Administrative Office is recruiting for a County Media Analyst to join the communications team. Under general direction, the incumbent will perform a variety of professional-level communications, crisis management, and media relations. This position is responsible for planning, designing, and preparing communication campaigns, initiatives, and activities for diverse individuals, including indigenous groups. The successful candidate will support County CAO and Board of Supervisors communications, as well as general public relations services, public relations campaign design and implementation.
The ideal candidate will possess strong communications and marketing skills, especially with traditional and social media marketing, with the ability to design and communicate effectively and accurately.
The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.
Examples of Duties- Assist with or lead the development and implementation of multicultural communication and public relations strategy for the County or assigned departments or functions
- Create, implement and maintain a prompt and modern public communication online presence and broad-based social media strategies for target audiences including short videos and multi-media
- Research and stay abreast of new and emerging social and cultural trends and incorporate appropriate trends into public communication strategies
- Monitor and measure online and social media outreach and communication across social media platform
- Actively develop and implement improvements to the County’s social media accounts
- Develop and maintain regular contact with local media outlets; monitor minority news publications and other County media coverage to analyze and evaluate communication needs based upon employee and the public's interest in and understanding of County programs and services
- Oversee and advise on culturally effective communications and messaging techniques
- May coordinate communication and public relations efforts with related staff from other departments

THE SUCCESSFUL CANDIDATEWill have a proven track record demonstrating the following knowledge, skills and abilities:
Thorough knowledge of:
- Principles, practices and techniques of current and emerging public communications, public relations and social media
- Methods and techniques for the development of multicultural press releases, talking points, newsletters, presentations, business correspondence and information distribution
- Basic marketing functions to manage public relations, social media and events
- Managing and/or creating content for social media sites
- Methods and techniques for the development of press releases, talking points, newsletters, presentations, business correspondence and information distribution
Working knowledge of:
- Applicable copyright and other laws pertaining to publications and the news media
- All current messaging platforms
Skill and ability to:
- Use current technology for messaging; operate printing, mailing and audiovisual equipment; learn designated and specialized web design technology and adapt successfully to a rapidly and ever-changing technological area
- Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work
- Conceptualize messages and effectively communicate in writing, speech, and other methods of communication
- Plan, coordinate, design and organize media events
- Develop and maintain effective working relationships with reporters, editors and other media representatives
- Operate modern office equipment including computer equipment and specialized software application programs
Examples of Experience/Education/TrainingAny combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:
Experience :
Two (2) years of experience in public affairs, media relations, or related area which involved translation of various types of materials and information. Bilingual English/Spanish is highly desirable and may be required of some positions.
AND
Education :
Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public relations, communications, journalism, business or public administration, or a related field.
Additional InformationCONDITIONS OF EMPLOYMENTThe required conditions of employment include, but are not limited to the following:
- Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority
- Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
