Facility Maintenance Specialist
Description
This position performs maintenance work for various County buildings and county parks and works under the general supervision of the Building Maintenance Director. This position is expected to perform work efficiently with limited supervision and works closely with other maintenance employees. The normal work schedule may vary based upon the season.
Provides day-to-day direction and guidance to seasonal park staff assigned to the property. Participates in interviewing and selection of new employees. Train, assist, coach and mentor team members to improve their knowledge, skills, and abilities. Assigns tasks, reviews work and prepares performance evaluations. Provides recommendations regarding employee hiring, promotions, disciplinary action, and discharge to the Director.Provide recommendations to the Director on annual budgets; forecast necessary funding for staff, equipment, material, and capital improvement plans. Inspects, identifies, and reports maintenance and/or repair needs within the Parks and County buildings/facilities. This includes but not limited to equipment, buildings, and other structural improvements. Makes recommendations to the Director for improvements or repairs. Determines quantities and potential work time for proposed upgrades, installations, repairs and projects and collects project estimates as requested.Plans and performs projects involving plumbing, concrete, construction and remodeling work.Performs lawn mowing/trimming and lawn maintenance for county parks. Cleans and maintains bathrooms using proper chemicals and sanitary standards. Remove trash from assigned areas. Performs painting, woodworking and light carpentry. Performs start-up on well pumps and pressure tanks. Ensures related parks supplies are ordered and stocked. Coordinates forestry work projects with the County Forester and DNR office staff.Constructs and maintains access roads to County property. Constructs and installs gates on county trails and assists in recreational trail development. Maintains boat landings and parking areas. Performs structural maintenance and building repair to roofs, walls, ceilings, windows, doors, etc. Assists in snow removal/salting for county buildings parking lots and sidewalks. Maintains and repairs various emergency equipment, security, locks and fire systems. Maintains elevators and perform shut-off and emergency functions. Maintains and operates boilers and identify potential problems using safety features and proper shut-down procedures. Repair and maintain electrical (no volts) switches, outlets, light fixtures, circuit breakers, distribution panels; and plumbing flushometers, valves and similar devices.Performs planned and preventative maintenance on all assigned equipment and other apparatus as requested. Repairs maintenance on machines/equipment as needed. Responds to emergency situations concerning malfunctioning building equipment; analyzes situation and takes appropriate action.Ensures all work is done according to standard practices, design specifications, and County and local building codes.Ensures proper care and maintenance of tools, equipment, and assigned vehicle.Ensures all activities are carried out in a safe manner; adheres to all County safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.Reports all accidents to the appropriate authority. Follows all policies for reporting.Provides backup assistance to other department personnel as needed. Maintains appropriate records including complete equipment repair history, work orders, daily job card, vehicle records, test reports, and other related data.Provide written reports on any inspections and/or tests and makes recommendations to improve performance.Other duties as assigned.
- Associates Degree in construction, maintenance, or related technical trade or an equivalent combination of education and experience.
- Minimum of four (4) years’ experience in facilities maintenance, carpentry, construction, or other related skilled trade.
- Previous lead experience preferred.
- Knowledge of the methods, equipment, tools and materials used in park building, and facility operation, repair and maintenance.
- Ability to perform general construction duties to include carpentry, concrete, plumbing and overall building remodeling.
- Knowledge of the operation, care, and repair of maintenance equipment and tools.
- Working knowledge of occupational hazards (OSHA) and safe work practices.
- Ability to operate, maintain and develop park properties and their facilities.
- Ability to perform manual labor and general maintenance and repair work.
- Knowledge of county road systems, plat books, county maps, public lands and accesses.
- Knowledge of boilers, chemicals, electrical systems, plumbing and elevator operations.
- Ability to take control of situations, dictating subordinate activities in a responsible manner.
- Ability to instruct and train in methods and procedures.
- Ability to make employment recommendations.
- Ability to prepare performance evaluations and make recommendations regarding unsatisfactory employees.
- Ability to assign work, add or delete; plan work, establish priorities.
- Knowledge of the policies and procedures of the County.
- Ability to establish and maintain accurate records of assigned activities and operations.
- Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
- Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to think quickly, maintain self-control, and adapt to stressful situations.
- Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
- Ability to perform mathematical calculations required of this position.
- Ability to understand and effectively carry out verbal and written instructions.
- Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
- Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
