Description
The JobSan Bernardino County Innovation and Technology Department (ITD) is actively looking for a
Senior Business Systems Analyst - Accela Platform* with experience in Accela government software with good techno-functional (strong mix of business process + technical capability) skills, with hands-on experience working with government functions such as land use services, code enforcement, building safety, planning, licensing & other regulatory procedures within the software platform Accela. Assignments include gathering business requirements and developing functional and technical specifications for custom reports, workflow configurations, and API integrations, in addition to day-to-day troubleshooting and providing empathetic customer support.

Summary of Benefits Memoranda of Understanding (MOU) CONDITIONS OF EMPLOYMENT Pre-Employment Process: Applicants must successfully pass a background check and a job-related physical exam prior to employment.
Shift: Some positions require availability for night and swing shifts, weekends, and on-call, including holidays as needed. Indicate availability on application.

Minimum Requirements REQUIRED EXPERIENCE: Three (3) years full time equivalent experience, within the past five (5) years, in a production environment performing business systems analysis and two (2) years experience with Accela Government Software , on a large scale including systems administration, workflow configuration, support & troubleshooting, and testing software upgrades. Must include three (3) years of full-time equivalent experience in at least four (4) of the following areas: requirements gathering, SDLC Methodologies, end user acceptance testing, handling systems administration, workflow configuration, troubleshooting, data management process mapping, workflow diagramming, documenting business rules, and cost/benefit analysis.

-AND- REQUIRED EDUCATION: T hirty (30) semester (45 quarter) units of completed college level coursework from an accredited college or university in information technology, business administration or a closely related field.
EDUCATION SUBSTITUTION: One (1) year of additional qualifying experience may substitute for the required education

- A Bachelor's degree in information technology, business administration, or a closely related field.
- Experience with configuration and maintenance and support of Accela Government Software - Civic Platform.
- Skilled in managing stakeholder expectations and resolving service-related issues with professionalism and empathy.
- Some knowledge of JavaScript, SQL, and SSRS.
