POSITION INFORMATION

The Placer Local Agency Formation Commission (LAFCO) is seeking a qualified candidate to fill the position of LAFCO Analyst (Staff Services Analyst - I). This position supports the Commission in carrying out its statutory responsibilities under the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

The LAFCO Analyst performs professional-level planning and analytical work related to local government organization, boundary changes, and service delivery. Key responsibilities include preparing Municipal Service Reviews (MSRs), updating Spheres of Influence (SOIs), analyzing proposals for jurisdictional changes, and developing staff reports and recommendations for Commission consideration. The position also involves coordination with local agencies, elected officials, and the public, as well as interpretation of applicable laws, policies, and procedures.

The ideal candidate will demonstrate strong analytical and writing skills, knowledge of local government structure and service delivery, and the ability to manage complex projects and communicate effectively with a range of audiences.

DEFINITION

To perform difficult and complex administrative studies related to the organization and operation of assigned County departments, divisions, or programs and to assist in the formulation and implementation of administrative policies, procedures and technical solutions; to support a broad range of functional management duties for programs with department or Countywide impact.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Staff Services Analyst series. This class is distinguished from the journey by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Employees work under general supervision while learning job tasks.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from supervisory or management staff of assigned work unit/department and may receive technical and functional supervision from professional staff. May exercise direct supervision over technical and clerical staff.|

WORKING CONDITIONS

Work is typically performed in an indoor office environment and controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.

When assigned to the Sheriff’s Office work may be performed in an indoor office environment located in a secure, lock-down detention facility with close proximity to inmates.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: No experience required.

Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in public or business administration, government, political or social science or a related field.

Required License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

MISCELLANEOUS INFORMATION


Length of Probation:


All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
