DEFINITION: Under immediate (Engineering Technician I) to general (Engineering Technician II) supervision, performs a diverse range of technical engineering tasks; conducts technical review and plan checking for land development projects; performs computer aided drafting (CAD) tasks; processes utility clearances, right of way documents and permits; updates and maintains survey, and geographic information system (GIS) data; performs a variety of customer related services; and performs related work as required.

Essential Functions

EXAMPLES OF TYPICAL JOB FUNCTIONS

• Provides technical support to the District’s land development, engineering, survey, right-of-way and construction operations; assists District staff, contractors, and the general public with questions related to the location, status, and types of facilities operated and maintained by the District.
• Performs all phases of receiving, researching, processing, and responding to customer questions for applications related to District new water and sanitation services, including residential and commercial developments, and right-of-way requests; calculates fees and coordinates with District departments for account reviews, deposit release, and invoicing.
• Applies departmental policies and procedures in determining the completeness of applications and supporting documentation; advises customer of document deficiencies and provides necessary forms.
• Represents the District at pre-construction meetings, field meetings, and other events; responds to questions on matters within scope of authority.
• Performs administrative duties such as accurate data entry, and account set-up; scans, uploads, and categorizes engineering right of way and plan check drawings; prepares communications with project stakeholders; develops exhibits and related documents for meetings, reports and studies.
• Observes and complies with District and mandated safety rules, regulations, and protocols.
• Coordinates the submittal, processing, and approval of development plans from developers, public agencies, and private homeowners, with the required plan check supporting documentation and insurance requirements, and proof of fee payments.
• Processes agreements for execution by developers with the requirements necessary to provide domestic water and/or sanitary sewer service to their project; defines, sketches, and estimates the cost related to the application.
• Performs other duties as assigned.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education : Associate degree in engineering, construction management, land survey, land use planning, public administration, business administration, or a related field.

Experience :

Engineering Technician I - One (1) year of experience performing technical work in land development, construction, surveying, engineering, right-of-way, or a related field.
Engineering Technician II - Three (3) years of increasingly responsible experience performing technical work in land development, construction, surveying, engineering, right-of-way, or a related field.

Licenses and Certifications : Possession of a valid California Driver’s License, to be maintained throughout employment.

Knowledge of:

• Basic engineering and construction practices, materials, and methods related to water, wastewater and irrigation infrastructure and facilities.
• Real estate documents used in land and property transactions including those related to ownership, easements, and encumbrances.
• Principles and practices of real estate appraisal, legal description record searches, title clearance, and document recordation.
• Methods and techniques of reviewing legal agreements and contracts including leases, licenses, and memorandum of understanding.
• Civil engineering drafting techniques using computer aided and manual drafting methods.
• Principles and practices of updating and maintaining a comprehensive geographic information system (GIS).
• Mathematical principles including algebra and geometry.
• Basic principles of land surveying.
• Business letter writing and the standard format for reports and correspondence.
• Record keeping principles and procedures.
• District and mandated safety rules, regulations, and protocols.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
• Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Ability to:

• Read and interpret construction drawings, specifications, plat books, and maps.
• Calculate elevation, slope, stationing, distance and bearings, and geographic location.
• Read, review, and interpret complete legal descriptions of property including deeds, plans, and right-of-way documents and maps.
• Perform computer assisted drafting and manual drafting duties.
• Prepare detailed and comprehensive technical reports, recommendations, and exhibits.
• Maintain accurate logs, records, and written reports of work performed.
• Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
• Effectively represent the department and the District in meetings with contractors and developers.
• Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
• Effectively use computer systems, software applications relevant to work performed, including CAD and GIS systems, and modern business equipment to perform a variety of work tasks.
• Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
