THE DEPARTMENT The
Community Services Department is dedicated to enhancing the quality of life for residents by delivering a wide range of recreational programs, services, special events, and maintenance efforts that foster community engagement, environmental stewardship, and lifelong learning. The department is organized into four key divisions. Community Services Administration oversees strategic planning, budgeting, and coordination across all service areas. Recreation Programs and Citywide Special Events offer inclusive activities and events that promote wellness, cultural enrichment, and social connection. The City Parks, Landscape, Facility Maintenance and Ranger Patrols division ensures that Menifee’s parks and public spaces are safe, clean, and welcoming through regular maintenance and patrol services. Lastly, the Solid Waste and Recycling Programs division supports sustainability through educational outreach, waste reduction initiatives, and recycling services. Together, these divisions reflect the department’s commitment to building a vibrant, connected, and environmentally conscious community.
THE OPPORTUNITY The Community Services Specialist is responsible for creating meaningful opportunities for residents by supporting, coordinating, and delivering a wide range of community programs and services. This role assists with the planning, implementation, and evaluation of programs and events while ensuring each setting remains safe, engaging, and appropriate for participants.
The Specialist plays a key role in fostering a positive community environment by organizing daily program operations, guiding part-time staff and volunteers, maintaining program records, supporting facility use, and assisting with public outreach and customer service efforts. Through strong communication, thoughtful program planning, and a commitment to exceptional service, the Specialist helps enhance the quality of life for residents and supports the department’s mission to provide enriching and memorable experiences for the community.
The current vacancy is for the Sports Specialist program area.
Community Services Specialist PositionsThe department includes five specialized areas:
Administration Specialist- Provides administrative coordination including program registrations, facility reservations and field allocations, contract class management, environmental programs facilitation, and departmental operations assistance.
Senior Programs Specialist- Develops and implements programs, services, and activities designed to support senior engagement. This position also oversees Veterans’ Services, the senior and disabled Transportation Program, and Cultural Arts.
Special Events Specialist- Assists in the planning and coordination of City special events, sponsorship outreach, community relations, and facilitating requests for support.
Sports Specialist- Oversees recreational sports leagues, sports camps, skate park operations, volunteer coach recruitment, and Healthy Menifee program.
Youth Programs Specialist- Focuses on youth enrichment services including early childhood programs, after-school activities, all-inclusive adaptive programs, camps, field trips, and teen programming.
The Community Services Specialist will be responsible for, but not limited to, the following:
- Lead and support a variety of City-wide recreation activities, including youth and adult programs, special events, athletics, senior services, and community center offerings.
- Encourage community engagement by facilitating inclusive recreational and leisure opportunities for participants of all ages.
- Plan, organize, and oversee recreation activities; provide guidance and training to part-time staff and volunteers to ensure high-quality program delivery.
- Perform hands-on events and program setup, including arranging equipment, preparing activity spaces, and assisting with physical logistics.
- Contribute to event promotion by helping prepare public-facing materials such as flyers, brochures, presentations, and community announcements.
- Maintain accurate attendance logs, program documentation, and activity reports to support program evaluation and compliance.
- Manage and track City equipment and supplies, ensuring proper use, storage, and inventory control.
- Identify and report facility, equipment, or maintenance needs to supervisory staff.
- Schedule, assign, and oversee the work of seasonal and part-time team members, ensuring tasks are completed effectively and on time.
- Monitor facility rentals and ensure renters follow City policies, procedures, and safety guidelines.
- Assist staff and participants with registration processes and point-of-sale transactions, providing training when needed.
- Prepare reports and maintain records for both new and ongoing programs to support planning and operational improvements.
- Support recruitment and onboarding efforts for volunteers and seasonal staff, including interviewing and training.
- Follow City purchasing procedures when acquiring program materials, equipment, or event supplies.
- Complete general administrative tasks such as scheduling reservations, managing correspondence, and performing clerical duties.
- Exercise sound judgment when addressing program, staffing, safety, or customer service concerns.
- Promote a safe environment by enforcing City rules and ensuring park and facility users understand and follow regulations.
- Build strong working relationships with participants, families, coworkers, community partners, and other City departments.
- Deliver high-quality customer service through in-person interactions, phone communication, and written correspondence.
- Perform additional duties as assigned to support departmental needs.
MINIMUM AND DESIRABLE QUALIFICATIONSThe ideal candidate will possess a High School diploma or its equivalent. An associate's degree is highly desirable.
Additionally, the ideal candidate will possess two (2) years of paid experience working as a Community Services Leader, Recreation Leader, or in a comparable role.
Candidates must also be 18 years of age or older.Required Licenses and Certifications:- Possession of a Valid California Driver's License.
- Valid CPR/AED/First Aid certification or have the ability to obtain one within six (6) months of hire.
- Maintaining this certification is a condition of continued employment.

Video Appraisal InterviewApplicants will complete a self-guided video interview by recording responses to a series of structured questions. These questions are designed to assess each candidate’s qualifications and suitability for the position. There is no live interviewer or proctor; candidates will record their answers independently and submit the videos for evaluation.
A panel of subject matter experts will review the submitted recordings and evaluate each response based on predefined criteria.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure. Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
PHYSICAL DEMANDS While performing the duties of this class, employees are regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment and audio equipment; reach with hands and arms; and move and or lift up to 25 pounds. Employees are frequently required to walk and stand. Specific vision abilities required by this job include close vision and the ability to adjust focus.

WORKING CONDITIONS City employees are expected to work overtime, weekends, evenings, and holidays as required to accommodate the City’s needs, in addition to responding as a Disaster Services Emergency Worker.
