The Human Resources Department currently has three allocated Human Resources Manager positions assigned to oversee the following major service areas:

Ideal candidates will be confident, knowledgeable, and experienced professionals with a reputation for high standards of ethical conduct and quality of work. They will possess excellent interpersonal communication skills and demonstrate the ability to build strategic relationships and maintain trust. In addition to expertise in the area to which assigned, candidates should have a broad understanding of public administration, organizational analysis, fiscal management, supervision, and leadership.

POSITION INFORMATION

The current vacancy is located in the Talent Acquisition and Department Support Division. Primary responsibilities include overseeing staff responsible for providing professional, management-level support to assigned County departments in the areas of recruitment and selection, exam development and administration, classification and compensation, and performance management, as well as partnering with assigned departments regarding organizational analyses, succession planning, and disciplinary action.

The eligible list established as a result of this recruitment may also be used to fill future vacancies as they arise.

DEFINITION

To plan, direct, administer, and manage assigned operational unit and teams within the Human Resources Department; to develop, manage, monitor, and coordinate major and significant County-wide Human Resource services, projects and programs that require working with complicated logistics of interdepartmental and/or interagency cooperation; to develop and communicate Human Resource Department goals and performance standards; to identify and utilize data analytics to monitor and report progress in achieving goals and standards; to serve as a positive and motivational leader and a positive and cooperative team member; to participate in strategic planning, policy development and legislative analysis; and to represent the County in both external and internal contacts.

DISTINGUISHING CHARACTERISTICS

The Human Resources Manager provides full second-line direct supervision to an operational unit of team(s) of management, supervisory, professional, technical, and clerical employees and assumes substantive and significant responsibilities for Countywide Human Resources programs, projects, and/or initiatives as well as the on-going support for assigned departments.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Director of Human Resources, Assistant Human Resources Director or his/her designee.

Exercises direct supervision over management, supervisory, professional, technical, and clerical personnel.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience: Five years of increasingly responsible experience in human resource administration, including two years of supervisory/management responsibility in designated area(s) to include benefit administration, payroll, talent acquisition, classification and compensation, employee/labor relations, learning and organizational development, workers’ compensation, leave management, or a related field.

Training: Equivalent to a bachelor’s degree from an accredited college or university with major course work in human resource administration, labor relations, public administration or a related field.

Note: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department. Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

Required License or Certificate:
May need to possess a valid California driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
